6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 3, 2013 <br /> SUBJECT <br /> General Services Agreement for closed-circuit television inspection of selected sanitary <br /> sewer mains <br /> RECOMMENDATION <br /> Approve, by motion, an Agreement with Nor Cal Pipeline Services of Yuba City to <br /> provide closed circuit television inspection services in Sanitary Sewer Basin Numbers <br /> 5B, 5F, and 5H, for an amount not to exceed $205,294.10, and authorize the City <br /> Manager to increase the contract amount up to 10%, if necessary. <br /> BACKGROUND <br /> The closed-circuit television (CCTV) inspection service provides data required to assess <br /> the condition of the sanitary sewer lines to determine the repair/ replacement needs for <br /> inclusion in the annual sanitary sewer capital improvement project. The City's sanitary <br /> sewer system is divided into a total of eighteen sanitary sewer basins of which the City <br /> has completed the CCTV inspection of ten basins in the previous years. CCTV <br /> inspections utilize robotic cameras to determine the condition of the existing sewer <br /> pipes. Data provided by the CCTV inspection includes inspection logs, full streaming <br /> videos and observation codes which classify the condition of the existing sanitary sewer <br /> pipe segments. <br /> ANALYSIS <br /> Two (2) companies responded to City's request for proposal. Both proposals were <br /> received on March 1, 2013. Proposals were evaluated and Nor-Cal Pipeline Services <br /> was selected based on the firm's qualifications, responsiveness and experience. <br /> Nor-Cal Pipeline Services will conduct a closed-circuit television (CCTV) inspection of <br /> the sanitary sewer mains in three areas identified below. <br /> 1. Sanitary Sewer Basin No. 5B bordered by Alameda de las Pulgas, Harding Avenue, <br /> Hillview Avenue, James Avenue, Hudson Street, and Roosevelt Street. <br /> 2. Sanitary Sewer Basin No. 5F bordered by Connecticut Drive, McGarvey Avenue, <br /> Euclid Avenue, Upton Street, Vera Avenue, Valota Road, Roosevelt Avenue, <br /> Hudson Street., Palm Avenue, Virginia Avenue, and Goodwin Avenue. <br /> 3. Sanitary Sewer Basin No. 5H bordered by Granger Way, Sterling Way, Fernside <br /> Street, Goodwin Avenue, Palm Avenue, Virginia Avenue, Washington Avenue, and <br /> Maddux Drive. <br />
