6.2.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 3, 2013 <br /> SUBJECT <br /> Final Acceptance — Redwood Shores Lagoon Maintenance Boat Ramp <br /> RECOMMENDATION <br /> By motion, accept the Redwood Shores Lagoon Maintenance Boat Ramp Project, <br /> authorize the release of bonds and retention according to city procedures, and authorize <br /> the City Manager to increase the contract amount by 16.5% for a total amount of <br /> $321,258.40. <br /> BACKGROUND <br /> On October 8, 2012, Council awarded the construction contract for the Redwood <br /> Shores Lagoon Maintenance Boat Ramp Project to Applied Water Resources <br /> Corporation of Walnut Creek, California. The project consisted of constructing a <br /> permanent boat ramp to enable city staff and contractor better maintenance access to <br /> the lagoon on the east side of Shell Parkway. <br /> Construction started on January 2013 and achieved final completion on April 2013. <br /> Final walkthrough was conducted with PWS staff and punch list items were completed <br /> by the end of April 2013. <br /> ANALYSIS <br /> The contract was awarded for a base bid of $275,670.00. The project was successfully <br /> completed in accordance with the plans and specifications. Change orders were issued <br /> totaling $45,588.40. The final contract amount is $321,258.40 which is 16.54% higher <br /> than the initially awarded contract amount. <br /> The Council action on October 8, 2012 included an authorization for City Manager to <br /> increase the contract amount up to 10% of the amount awarded. Staff is seeking an <br /> additional 6.54% to supplement the cost of change orders. <br /> During construction, unforeseen conditions related to the quantity of silt was <br /> encountered which resulted in extra excavation and disposal of material. This resulted <br /> in additional quantities of base rock and rip rap required to cover the excavated silt area <br /> in order to create a solid foundation for the ramp and surrounding area. The other <br /> quantity adjustment was for the extra cubic yards of structural concrete required to <br /> construct the retaining walls and driveway. Contractor provided proof of tags for the <br /> materials to City's staff for information and review. <br />
