A public <br /> plaza will be created adjacent to the Caltrain station on the triangular City-owned parcel <br /> north of the Block 2 development site. The plaza will be approximately 6,000 square <br /> feet and provide outdoor space for the planned restaurant at the north end of the <br /> project. The plaza will be designed collaboratively with the project's landscape <br /> architects and design team and City design staff so that the public space not only <br /> enhances the private development, but encourages the flow of pedestrians from the <br /> Caltrain station into Downtown Redwood City. <br /> The Block 2 development site includes the City-owned property south of the box culvert <br /> section that connects from the railroad right-of-way to its new location in Winslow Street/ <br /> Middlefield Road and the two private properties owned by the developers. The public <br /> plaza will be designed in collaboration with the Block 2 development. The DDA includes <br /> an allocation of $1,000,000 from the developer for this plaza and other public benefits. <br /> The second change in the Downtown Precise Plan is the extension of Theatre Way <br /> through the Block 2 site. Again, the Precise Plan anticipated a surface connection <br /> across the rail lines. Because a public road is no longer required through the site, the <br /> development uses this alignment as the driveway and formal entry into the two buildings <br /> and the project's garage. <br /> As the project design has evolved over the past year the aesthetics have changed from <br /> light brick and stone to a darker brick that carries the theme of the Main Library <br /> structure into the office buildings. Also, because of some structural complications with <br /> early parking garage designs that have now been resolved, the buildings articulate <br /> along the street frontage to create new publicly accessible open space that will support <br /> the public feel of Theatre Way and will provide additional opportunities for public activity <br /> nearer the Hamilton intersection. Including the public plaza at the northern end, the <br /> project now delivers three public spaces. <br /> Consistent with the Parking Facilities Agreement tied to the Block 1 development, this <br /> project will provide 211 parking spaces on nights and weekends within the validation <br /> program. Further, because the project is applying the Precise Plan option of parking the <br /> offices at 3 spaces per 1,000 square feet, rather than the strict code requirement of 6 <br /> spaces per 1,000 square feet, there will be approximately 800 additional parking spaces <br /> available for public use on nights and weekends. The project includes approximately 63 <br /> visitor parking spaces on the first parking level. These, plus another floor of parking <br /> (approximately 180 spaces) provide the parking required for the validation program. At <br /> this time, the visitor parking is envisioned by the developers as solely for use of visitors <br /> to the tenants of the building and not for general downtown parking.
