Livermore <br /> Judge of the Superior Court <br /> Hall of Justice <br /> 400 County Center, 2 nd Floor <br /> Redwood City, CA 94063-1655 <br /> Dear Judge Livermore, <br /> On behalf of the City Council of the City of Redwood City, I would like to thank you for <br /> the opportunity to respond to the Grand Jury Report, dated March 20, 2013, entitled "Can <br /> We Talk? Law Enforcement and Our Multilingual County." The following responses to <br /> the Grand Jury's Findings and Recommendations were reviewed and approved by the <br /> City Council at its meeting on June 10, 2013. The City Council has authorized me to <br /> present the City's responses to the Court as set forth below. <br /> The report contained six "findings" and four "recommendations" (only three of the four <br /> recommendations pertained to Redwood City). The City was required to submit <br /> comments to the Court no later than June 18, 2013. <br /> For all "findings," Council was to indicate one of the following: <br /> 1. Council agrees with the finding. <br /> 2. Council disagrees wholly or partially with the finding, in which case the <br /> response shall specify the portion of the response that is disputed, and shall <br /> include an explanation of the reasons therefore. <br /> Additionally, for the three applicable "recommendations," Council was requested to <br /> report one of the following actions: <br /> 1. The recommendation has been implemented, with a summary of the <br /> implemented action. <br /> 2. The recommendation has not been implemented, but will be implemented in <br /> the future, with a time frame for implementation. <br /> 3. The recommendation requires further analysis, with an explanation and the <br /> scope and parameters of an analysis or study, and a time frame for the matter <br /> to be prepared for discussion by the officer or director of the agency or <br /> department being investigated or reviewed, including the governing body of <br /> the public agency when applicable. This time frame shall not exceed six <br /> months from the date of the publication of the Grand Jury report. <br /> 4. The recommendation will not be implemented because it is not warranted or <br /> reasonable, with an explanation therefore. <br />
