6.2.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 10, 2013 <br /> SUBJECT <br /> Final Acceptance — 2012-2013 Watermain Replacement Project <br /> RECOMMENDATION <br /> Accept, by motion, the 2012-2013 Watermain Replacement Project and authorize the <br /> release of bonds and retention according to City procedures. <br /> BACKGROUND <br /> The City systematically replaces sections of aging watermain infrastructure to ensure <br /> the continued reliability of the system and to provide for improved fire protection. <br /> Annually, Community Development Department staff identifies and targets for <br /> replacement pipeline sections that have experienced service disruptions, excessive <br /> maintenance requirements, or capacity limitations due to age and size. <br /> ANALYSIS <br /> On September 24, 2012 the City Council awarded the construction contract for the <br /> 2012-2013 Watermain Replacement Project to Casey Construction, Inc. of Redwood <br /> City in the amount of $838,170. Approximately 4,900 linear feet of deteriorated and <br /> undersized cast iron water pipeline was replaced with more durable PVC pipe. <br /> Improvements also included replacement of residential services, fire hydrants, and <br /> water valves to improve the quality, performance and reliability of the water system for <br /> customers. The project area included Encina Avenue, West Oakwood Boulevard, <br /> Oregon Avenue, Oliver Street, McKinley Street, Gordon Street and Johnson Street as <br /> shown on the attached map. <br /> The project has been completed in accordance with the plans and specifications and <br /> within the timeframe allowed by contract. Final walkthrough with the contractor and <br /> Public Works Services was performed April 06, 2013. The project was completed for a <br /> total cost of $844,436 which is 0.75% more than the original bid amount. One change <br /> order was issued for the amount of $6,266 resulting from quantity adjustments and <br /> modifications to the design due to unforeseen field conditions. <br /> ALTERNATIVES <br /> Council may choose not to accept the project or authorize the release of bonds and <br /> retention which would be contrary to the terms of the contract, prior Council action, and <br /> public contracting code. <br />
