6.3.A. - Page 1
RE PO RT
To the Honorable City Council
From the Ma or
June 10, 2013
SUBJECT
Extension of Expiring Terms of Members of the Planning Commission
RECOMMENDATION
Adopt a Resolution Extending the terms of Planning Commission members whose
terms are expiring June 30, 2013, until their successors are appointed and qualified,
which shall be no earlier than January 1, 2014 and no later than January 31, 2014.
BACKGROUND
The Redwood City Planning Commission is currently engaged in the review, analysis,
and decision-making process for several significant, ongoing development proposals,
which are expected to continue through the end of 2013. Three of the seven Planning
Commissioner members' terms are expiring as of June 30, 2013.
ANALYSIS
Due to the complex and longer-term nature of these projects, it will be beneficial for the
current members, who have been significantly involved in the review and analysis to
date, to continue to serve as these proposals move through the review process and
reach the decision-making point. This continuity will help to ensure that the entire
Commission has the same level of in-depth knowledge of the proposals, and will offer
the opportunity for the most informed and thoughtful level of decision-making by the
Commission. Therefore, it is recommended that the expiring terms of the three affected
members be extended to a date no earlier than January 1, 2014 and no later than
January 31, 2014, at which time their successors shall be appointed and qualified. The
successors will serve the remainder of those seats' terms, through June 30, 2017.
ALTERNATIVES
The Council may choose not to extend the terms of expiring Planning Commission
members and instead proceed with the recruitment, selection, and appointment
process.
FISCAL IMPACT
There is no fiscal impact associated with this recommendation.
ENVIRONMENTAL REVIEW
Adoption of this resolution is not a project under CEQA as defined in CEQA Guidelines,
section 15378.
