<br /> , . . <br /> EXHIBIT "A" <br /> DOW:\'TOWN REDWOOD CITY INVESTIGATION OF A <br /> PROPERTY BUSINESS IMPROVE:\IEì\l DISTRICT - <br /> SCHEDULE AND WORK/SCOPE OF SERVICES <br /> This PBID investigation and formation process is anticipated to run a minimum of 3 <br /> months and a maximum of 18 months. A component of the investigative stage will <br /> determine if support exists for formation of the district during the 2005-06 tïscal year. The <br /> investigative stage is anticipated to commence in January and conclude by the end of April <br /> 2004. <br /> In making this proposal, New City America,lnc. makes the following assumptions: <br /> New City America (NCA) will have the authority to work with Downtown Redwood City <br /> stakeholders in determining the scope, size and time line for the proposed Property <br /> Business Improvement District. <br /> X This district formation process will have the full cooperation of the Redwood City <br /> Council, the Redevelopment Agency, the Downtown Redwood City Business <br /> Association, in the investigative and formation stages of the process. <br /> X The Redwood City City Attorney's office wil! cooperate in the creation of a new <br /> local PBID enabling ordinance to be considered and adopted by the City Council; <br /> X Major stakeholders in Downtown Redwood City, both public and private, will be <br /> supportive and responsive to the investigative and possible formation stages of the <br /> PBID; <br /> X The City's Redevelopment Agency will provide the resources necessary to aid in the <br /> verification of property ownership as well as personal contacts if necessary; <br /> X The City's Redevelopment Agency will use its best efforts to convince property <br /> owners negotiating with the City to be supportive of the district investigation and <br /> formation proces~. <br /> 1 <br />
