RECOMMENDATION By motion, approve, and authorize City Manager to execute, Amendment Number 2 to Professional Services Agreement with CSG Consultants in the amount of $175,000 to provide Building Permit plan review services. BACKGROUND On May 23, 2012, the City executed an agreement with CSG Consultants, Inc., in the amount of $55,000 to provide on-site and off-site Building Permit plan review services. In December 2012, Amendment No. 1 was executed to increase the budget by $145,000. This services agreement was necessary to ensure uninterrupted plan review services following the resignation of the City's Fire Plan Checker and the retirement of the Plan Check Engineer and to ensure that the City is able to meet published plan check turnaround time goals. ANALYSIS The Community Development Department provides plan review services through a combination of full time staff and consultant staff resources. In Fiscal Year 2012-2013 two plan check consultants have been utilized: CSG Consultants, Inc. and Sums Coda & Associates, Inc. Both of these consultants have been timely and accurate with the plan review services they have provided; therefore, the Community Development Department proposed to continue to utilize these consultants in Fiscal Year 2013-2014. The existing agreement for plan check services expires on June 30, 2013. The City is continuing to experience increased development activity which should continue into Fiscal Year 2013-2014. In order to continue to have consultant plan check resources available through the end of the next fiscal year and to meet our plan check turn around goals it will be necessary to extend the existing agreement and increase the budget for consultant plan check services in the amount of $175,000. ALTERNATIVES Do not authorize execution of Amendment Number 2 to CSG Consultants Inc. This will extend plan check review times for Building Permit applications for moderate and large scale projects.
