The proposed increase in water rates places Redwood City in the middle tier of neighboring water suppliers. This benchmarking study is comprised of twenty other agencies and their existing water rates for FY 2012/13. This study does not take into account these agencies pending rate increases for the 2013/14 fiscal year. In consideration of the proposed water rate increase, staff initiated the following public notification activities: • Three display ads in the Daily News with information about the proposed rate increases along with the date, time, and location of the May 22, 2013 community meeting and the June 10, 2013 public hearing. • Held a community meeting that provided an in-depth overview of why rates are increasing and information about the rate protest process. • Mailed approximately 26,000 notices of the increase according to the Proposition 218 notification processes on March 22, 2013, and a revision on April 26, 2013, to property owners. • Posted all of the above information on the City's website. • Placed a public notice of this public hearing to consider the rate change in the local newspaper on May 31, June 5, and June 7, 2013. To date, the City received 75 letters protesting the water service charge increases. The Ordinance was introduced and public hearing was held on June 10, 2013.
