This recommendation is primarily due to projected increases in the cost of wholesale water from the City and County of San Francisco attributed to a$4.3 billion upgrade to the Hetch-Hetchy regional water supply system. Additionally,the City's water rates support the operation and maintenance of the City's water system, including labor, replacement and improvements(capital projects)for the water system, and the cost of support provided by other City departments.
