6.1.B. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
June 24, 2013
SUBJECT
Public Service Easement Deed granted by R.C. Peninsula Park for Bair Island Storm
Pump Station
RECOMMENDATION
By motion, accept the Public Service Easement Deed granted by R.C. Peninsula Park,
LLC, for Bair Island Storm Pump Station and authorize the City Manager to execute the
Certificate of Acceptance for such Deed.
BACKGROUND
On January 28, 2013 Council approved the design service to upgrade and relocate the
existing Bair Island Storm Pump Station. Design is underway with construction planned
for fall of this year.
The new storm pump station capacity will be increased to handle the 100 year
reoccurrence storm event. Additionally, the new pump station location will be more
compatible with the traffic circulation planned for the area, which includes the newly
constructed roundabout on Bair Island Road, a bicycle/pedestrian path from Bair Island
Road, crossing under Highway 101, to Main Street, and a future vehicular bridge from
Bair Island Road to Blomquist Street.
ANALYSIS
The planned location of the new Bair Island Storm Pump Station is on a public roadway
easement on property owned by R.C. Peninsula Park. A storm pump station cannot be
built on a roadway easement. Therefore, R.C. Peninsula Park is granting a public
service easement for the area proposed for the new Bair Island Storm Pump Station.
ALTERNATIVES
Council may choose not to accept the easement deed, which will prevent the
construction of the Bair Island Storm Pump Station.
FISCAL IMPACT
No significant fiscal impact is associated with the acceptance of the grant deed.
