8.E. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 24, 2013 <br /> SUBJECT <br /> Commitment of Quimby Act Funds To Fund Park Improvements <br /> RECOMMENDATION <br /> Approve, by motion, the Parks, Recreation and Community Services Commission and <br /> staff's request to commit and encumber $87,626 from the City's Quimby Act — <br /> Subdivision Park In Lieu Fees Fund to develop and construct new playground amenities <br /> located at Hawes Park, Stulsaft Park, and Red Morton Park <br /> BACKGROUND <br /> I. Park Improvement, Acquisition and Development Funding Sources. <br /> The City of Redwood City has two separate City ordinances that fund park system <br /> improvements, acquisition and development: 1) the City's "Parks Impact Fee <br /> Ordinance" (RCMC 18.256-18.265) collects park impact fees as a condition for issuing <br /> development permits, and may be used to fund projects on the City's Park Impact Fee <br /> Project List; 2) the City's "Quimby Act Implementation Ordinance" (RCMC 30.140- <br /> 30.149) requires the dedication of land or payment of fees in lieu thereof (or a <br /> combination of both) as a condition of approval of a tentative or final subdivision map or <br /> parcel map. <br /> The funds are collected and used for different purposes. Park Impact Fees are paid by <br /> developers to account for the impact of their residential development project on the <br /> existing park system and can be used for City-wide acquisition and development of <br /> parks, open space, trails and other recreational facilities. Quimby Act Fees (sometimes <br /> referred to as "Parkland In-Lieu Fees") are collected from subdividers to acquire <br /> necessary land, develop new parks, or rehabilitate existing developed parks or <br /> recreational facilities reasonably related to serving the subdivision from which the fees <br /> were collected. <br /> This staff report relates to the City's Quimby Act Ordinance and request to commit and <br /> encumber $87,626 in Quimby Act funds to develop and construct new playground <br /> amenities at Hawes, Stulsaft and Red Morton Parks, which funds are reasonably related <br /> to serving the subdivisions from which these funds were collected. Staff is also <br /> separately submitting to Council a report requesting encumbrance of Park Impact Fee <br /> funds. <br />
