Fiscal years 07- <br /> 08, 08-09, and 09-10 are all Quimby Act subdivision funds that must be used at parks <br /> nearest to these subdivisions to develop and construct new or rehabilitate existing <br /> neighborhood or Community Park or recreational facilities. <br /> In May 2013, the Parks, Recreation and Community Services Commission <br /> (Commission) approved staff's recommendation to commit and encumber $87,626 in <br /> Quimby Act — Subdivision Park In Lieu Fee funds to develop and construct new <br /> playground amenities located at Hawes Park, Stulsaft Park, and Red Morton Park as <br /> indicated on Attachment 1. <br /> Accordingly, the Commission and staff hereby request that Council approve the <br /> commitment and encumbrance of $87,626 in Quimby Act - Subdivision Park In Lieu Fee <br /> funds to develop and construct new playground amenities located at Hawes Park, <br /> Stulsaft Park, and Red Morton Park as indicated on Attachment 1, from the following <br /> accounts: FY 07-08 ($29,994); FY 08-09 ($9,998); and FY 09-10 ($47,634) for a total <br /> amount of $87,626. <br /> ALTERNATIVES <br /> The Council could decide not to commit and encumber Quimby Act funds for these <br /> playground amenities, but funds not committed by end of FY12-13 but received in <br /> FY07-08 will likely require refunding. <br /> FISCAL IMPACT <br /> Quimby Act — Subdivision Park in Lieu Fees received are placed in a special fund, <br /> separated from other parks funds or Capital Improvement Funds. The use of Quimby <br /> Act funds does not prevent Council from using other CIP monies to develop and <br /> construct new playground amenities. Quimby funds not committed by end of FY12-13, <br /> but received in FY07-08 will likely require refunding. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, the City of Redwood City has determined that the commitment of <br /> Quimby Act funds meets the California Environmental Quality Act (CEQA) exemption <br /> criteria as set forth in Section 15303 ("New Construction of Small Structures") as the <br /> funding contemplates the construction of limited numbers of small shade structures and <br /> new amenities to existing facilities. <br />
