8.F. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager June 24, 2013 SUBJECT Commitment of Park Impact Fees to Fund Park Improvements at Linden Park and Main Street Dog Park & Approval of Parks Director's Annual Park Impact Fee Report RECOMMENDATION Approve, by motion, the Parks, Recreation and Community Services Commission and Park staff's request to commit and encumber $600,000 from the City's Park Impact Fee Fund to construct, improve and install new park amenities and equipment at Linden Park and Main Street Dog Park. Approve, by motion, Council's acceptance of the Parks Director's Annual Park Impact Fee Report Under RCMC 18.260(D). BACKGROUND I. Park Improvement, Acquisition and Development Funding Sources. The City of Redwood City has two separate City ordinances that fund park system improvements, acquisition and development: 1) the City's "Parks Impact Fee Ordinance" (RCMC 18.256-18.265) collects park impact fees as a condition for issuing development permits, and may be used to fund projects on the City's Park Impact Fee Project List; 2) the City's "Quimby Act Implementation Ordinance" (RCMC 30.140- 30.149) requires the dedication of land or payment of fees in lieu thereof (or a combination of both) as a condition of approval of a tentative or final subdivision map or parcel map. The funds are collected and used for different purposes. Park Impact Fees are paid by developers to account for the impact of their residential development project on the existing park system and can be used for City-wide acquisition and development of parks, open space, trails and other recreational facilities. Quimby Act Fees (sometimes referred to as "Parkland In-Lieu Fees") are collected from subdividers to acquire necessary land, develop new parks, or rehabilitate existing developed parks or recreational facilities reasonably related to serving the subdivision from which the fees were collected.
