" . . . <br /> .,'. , <br /> .' <br /> all personnel of the Authority required,to be employed inconnec- <br /> tion with the design of Stage lof the Project; but the manager <br /> shall have no power to employ the engineers or any labor rela- <br /> tions consultant or (except as provided in paragraph (b) of <br /> this section) any other consultants or advisers to the Authority <br /> or any certified public accountants or public accountants of <br /> the Authority~ <br /> (d) to expend funds of the Authority and enter <br /> into contracts, not exceeding in the aggregate expenditures <br /> of $200,000 of funds of the Authority, whenever required by <br /> any emergency to keep the Joint Facilities in operation or <br /> ~n re~tore them to operating condition; <br /> (e) to sell any personal property of the Authority <br /> of a value of less than $5,000; <br /> (f) to approve demands for payments by the Authority <br /> of $10,000 or less; <br /> (g) to prepare and submit to the Commission in <br /> time for revision and adoption by it prior to March 1 of <br /> each year the annual budget for the next succeeding fiscal <br /> year referred to in Section 6.1; and <br /> (h) generally, to supervise the acquisition, con- <br /> struction, management, maintenance and operation of the 1969 <br /> facilities, Stage 1 of the Project and the Joint Facilities. <br /> The manager shall perform such other duties as may <br /> be imposed on him by the Commission and shall report to the <br /> Commission at such times and concerning such matters as the <br /> Commission may require. <br /> Section 3.6. Legal Advisor. The Commission shall <br /> have the power to appoint the legal advisor of the Authority <br /> who shall perform such duties as may be prescribed by the <br /> Commission. <br /> 15 1005038 <br />
