'This Agreement shall <br /> be binding upon and shall inure to the benefit of the suc- <br /> cessors of the respective Agencies. Except as provided in <br /> Section 7.3, no Agency may assign any right or obligation <br /> hereunder without the written consent of all of the other <br /> Agencies. <br /> Section 9.8. 1969 Agreement Superseded. This <br /> Agreement shall supersede the 1969 agreement! provided, how- <br /> ever, that the organization and all acts and obligations of <br /> the 1969 authority under the 1969 agreement and of its <br /> commission, steering committee, officers and agents shall <br /> have full force and effect, and the same are hereby approved, <br /> ratified and confirmed as acts and obligations of the Authority <br /> as constituted under this Agreement.
