EXHIBIT "A" <br /> SCOPE OF SERVICES AND FEE <br /> SCOPE OF SERVICES: <br /> Contractor shall provide professional civil engineering services on an on-call basis to assist the <br /> City's Community Development Department with land development review, permitting of private <br /> development projects, and inspection of private development and capital improvement projects. <br /> Work may include but not be limited to the following activities. <br /> Development Review and Permitting: <br /> 1. Review of new or proposed amendments to specific plans, tentative maps, planned <br /> development zoning, and other development entitlement applications. <br /> 2. Assist City with development of conditions of approval, development agreements, and <br /> other requirements associated with development applications. Assist City in negotiations <br /> with developers regarding terms of agreements or conditions. <br /> 3. Review and recommend approval of improvement plans, subdivision maps, and other <br /> documents. Review documents for conformance to approved tentative map, specific <br /> plans, and conditions of approval. Confirm that plans conform to City standard design <br /> criteria, including draft or proposed standards as needed, and infrastructure or other <br /> master plans. Coordinate plan review with other City departments. Confirm that <br /> developer has obtained necessary permits or approvals from other public agencies as <br /> needed, and that plans conform to city's NPDES Municipal Regional Permit <br /> requirements for storm water treatment and retention. <br /> 4. Assist in research and document preparation, such as plats, maps, legal descriptions <br /> and findings, by a licensed surveyor to support summary and regular street vacations <br /> and city property disposition according to City Municipal Ordinance, Subdivision Map Act <br /> and California Streets and Highway Code. <br /> 5. Review and recommend approval of engineering bond estimates and subdivision <br /> guarantees. Assist the staff in preparing subdivision improvement agreements, other <br /> agreements, and staff reports. <br /> 6. Draft engineering reports and resolutions for Council approval as needed. <br /> 7. Meet with developers, consultants, or other agencies on behalf of staff, as requested. <br /> 8. Take and respond to questions at the counter, via email, and over the phone regarding <br /> encroachment permit requirements and city standards for grading, utilities, and <br /> improvements within the public right-of-way. <br /> Inspection: <br /> 1. Coordinate all project-related information with City staff <br /> 2. Document project progress, report non-compliance and prepare daily site inspection <br /> report <br /> 3. Oversee special testing and inspection work as required <br /> 4. Assist in verifying compliance with city and state labor requirements related to wages <br /> and safety <br /> 5. Measure and verify quantities of work and review progress payment requests <br /> 6. Assist in reviewing submittals, Requests For Information (RFIs), Change Orders and <br /> Claims <br /> 7. Prepare as-built record drawings <br /> 8.
