The Council <br /> will continue this, and it will be heard on March 11, 2013. Tonight the Council will vote <br /> on the continuance of the matter. <br /> 5. SPECIAL ORDER(S) OF THE DAY <br /> A. Proclamation Honoring Richard Napier, Former Executive Director, <br /> C/CAG (City/County Association of Governments of San Mateo County) - <br /> Alicia C. Aguirre, Mayor <br /> Mayor Aguirre recognized Mr. Napier for his 22 years of service. She <br /> presented the proclamation and various Council Members made remarks <br /> about Mr. Napier's professionalism, dedication and his successes when it <br /> comes to transportation as Executive Director of C/CAG. He was noted as <br /> someone with great experience who was an elected official in Sunnyvale <br /> and then worked for 20 agencies (bosses) in the San Mateo County. Mr. <br /> Napier thanked the Redwood City Council for its leadership and vision. <br /> B. Recognition of Ralph Garcia for 35 years of Business Ownership in <br /> Downtown Redwood City - Alicia C. Aguirre, Mayor <br /> Mayor Aguirre presented the proclamation to Mr. Garcia and thanked him for <br /> being a business owner downtown for the last 35 years. The Mayor made <br /> comments about his great dedication to downtown. She thanked him for his <br /> many years of service and all his different initiatives with different clubs and <br /> organizations. Various Council Members offered words of support. Mr. <br /> Garcia was touched by the gesture and appreciated the recognition. <br /> C. Holiday Tree Contest, Holiday Window Contest and Holiday Parade <br /> Winners (Downtown Business Group Hometown Holidays) — Nancy <br /> Radcliffe, Chair of Holiday Tree and Window Contests, Janet Borgens, <br /> Chair of Holiday Parade, and Nina and Keith Kadera, Chairs of Hometown <br /> Holidays Committee <br /> The organizers including: Mr. Kastrop, Ms. Nina Kadera, Ms. Janet <br /> Borgens, and Ms. Nancy Radcliffe shared the results of the various contests <br /> and thanked the Council for the support. The winners for the parade, tree <br /> and window contests were recognized and presented with awards. <br /> Mayor Aguirre and the City Council thanked all the participants and <br /> organizers for the great collaboration and hard work to make this a reality. It <br /> was announced that in 2013 the event will be on December 7, 2013. <br /> 6. PUBLIC COMMENT AND CONSENT CALENDAR <br /> M/S FousUSeybert to approve the Consent Calendar excluding 6.3. A.
