This project
consisted generally of constructing 426 linear feet of storm drain box culvert with
associated roadway improvements and utility relocations.
Construction started in October2012 and was substantially completed May 2,
2013. Final walkthrough was conducted with City maintenance staff, project
inspector, third party project manager, engineers, and contractor. Final completion
was achieved May 31, 2013. .
ANALYSIS
The contract was awarded for a base bid of $1,995,235. The project was
successfully completed in accordance with the plans and specifications. Change
orders were issued totaling $63,000 and included a 25 calendar day extension due to
circumstances outside the contractor's control. The final contract amount is
$2,058,235 which is 3.6% more than the initially awarded contract amount.
Change orders resulted from additional work required to remove and relocate existing
concrete encased AT&T conduit exposed during demolition that were not as shown on
the record drawings, removal of soils found to be unsuitable for disposal at standard
non-hazardous waste site, and installation of a new thrust block to support and protect
existing 12" waterline found to be closer to new culvert alignment than what was
reflected on record drawings, and electrical work not shown on the contract documents.
ALTERNATIVES
Council may choose not to accept the project and/or authorize the release of bonds
and retention which would be contrary to the terms of the contract, prior Council
action, and the public contracting code_
