B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 22, 2013 <br /> SUBJECT <br /> Final Acceptance - Bair Island Bay Trail Improvement Project <br /> RECOMMENDATION <br /> Accept, by motion, the Bair Island Bay Trail Improvement Project, and authorize the <br /> release of bonds and the retention according to city procedures. <br /> BACKGROUND <br /> On September 24, 2012, Council awarded the construction contract for the Bair Island <br /> Bay Trail Improvement Project to Applied Water Resources Corporation of Walnut <br /> Creek. The project was awarded for a base bid of $243,962.00. <br /> ANALYSIS <br /> Construction began in November, 2012 and concluded in January, 2013. The project is <br /> complete. Four change orders totaling $89,722.75 were issued for a final contract <br /> amount of $333,684.75. The change orders resulted from quantity adjustments, <br /> unforeseen saturated soil conditions, and compliance with environmental mitigation <br /> requirements. <br /> The project was funded through a grant from the Congestion Mitigation & Air Quality <br /> Improvement Program (CMAQ). Additional grant funds have been authorized to <br /> reimburse the City for all change orders. The City was not obligated to provide local <br /> funds for the construction contract. <br /> ALTERNATIVES <br /> Council may choose not to accept the project or authorize the release of bonds and <br /> retention which would be contrary to the terms of the contract, prior Council action, and <br /> public contracting code. <br /> FISCAL IMPACT <br /> There is no fiscal impact to accepting the completion of this project. <br />
