6.2.C. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er July 22, 2013 SUBJECT Final Acceptance — EI Camino Real Storm Drain & Water Main Rehabilitation Project (Near James Avenue) RECOMMENDATION Accept, by motion, the EI Camino Real Storm Drain & Water Main Rehabilitation Project (Near James Avenue) and authorize the release of bonds and retention according to city procedures. BACKGROUND On November 19, 2012, Council awarded the construction contract for the EI Camino Real Storm Drain & Water Main Rehabilitation Project to Valentine Corp., Inc., of San Rafael. The project replaced approximately 165 linear feet of 48-inch corrugated metal (CMP) storm drain pipe with new 48-inch dual wall high density polyethylene (HDPE) storm drain pipe and rehabilitated the existing 12-inch cast iron pipe (CIP) water main by installing new 12-inch butterfly isolation valve and cathodic protection to increase the service life of the 12-inch CIP water line. Construction started on February 25, 2013 and achieved final completion on April 26, 2013. ANALYSIS The contract was awarded for a base bid of $119,950. The project was successfully completed in accordance with the plans and specifications. Change orders were issued totaling $9,766.70. The final contract amount is $129,716.70 which is 8.14% higher than the initially awarded contract amount. Change orders resulted from the following work that was not included in the contract. a. Installation of new 48-inch dual wall HPDE storm drain line by open cut method instead of sliplining method due to constructability issues and actual field conditions. b. Installation of concrete apron at the headwall to channel the water flow to the newly installed 48-inch dual wall HDPE storm drain pipe. c. Repair of an apparent sink hole in a section of the pavement along EI Camino Real that occurred in the project area after the contract was awarded.
