D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 22, 2013 <br /> SUBJECT <br /> Final Acceptance - 2012-2013 Asphalt Rubber Chip Seal Project <br /> RECOMMENDATION <br /> By motion, accept the 2012-2013 Asphalt Rubber Chip Seal Project, and authorize the <br /> release of bonds and the retention according to city procedures <br /> BACKGROUND <br /> The 2012-2013 Asphalt Rubber Chip Seal Project is part of the city's Roadway <br /> Management Program which is designed to address on-going pavement repair and <br /> replacement. Pavement requires repairs for a variety of reasons including general <br /> aging, the damaging effects of traffic loads, weather, intrusive tree roots and water. The <br /> Roadway Management Program inventories, assesses, and tracks maintenance of the <br /> city's roadways. Roadways are selected for resurfacing based on staff's assessment of <br /> overall condition and projects are coordinated to make the most efficient use of <br /> resources. <br /> ANALYSIS <br /> On April 22, 2013, Council awarded the construction contract for the 2012-2013 Asphalt <br /> Rubber Chip Seal Project to VSS International of West Sacramento. The project was <br /> awarded for a base bid of $866,436. Construction began in May 2013 and concluded in <br /> June 2013. The project was successfully completed in accordance with the Contract <br /> Documents. One (1) change order for a credit totaling ($16,003.63) was issued. The <br /> change order resulted in quantity adjustments in the pre-coated screenings, asphalt <br /> rubber binder, and asphalt rubber application. <br /> On February 28, 2013 the California Department of Resources Recycling and Recovery <br /> (CalRecycle) awarded a grant totaling $247,312 to the City of Redwood City for use on <br /> the 2012-2013 Asphalt Rubber Chip Seal Project. Staff has completed this project in <br /> accordance with the CalRecycle grant requirements and has submitted a payment <br /> request for reimbursement with CalRecycle. <br /> The final contract amount of $850,432.37 is approximately 1.85% less than the contract <br /> amount initially awarded. <br />
