D. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er July 22, 2013 SUBJECT Final Acceptance - 2012-2013 Asphalt Rubber Chip Seal Project RECOMMENDATION By motion, accept the 2012-2013 Asphalt Rubber Chip Seal Project, and authorize the release of bonds and the retention according to city procedures BACKGROUND The 2012-2013 Asphalt Rubber Chip Seal Project is part of the city's Roadway Management Program which is designed to address on-going pavement repair and replacement. Pavement requires repairs for a variety of reasons including general aging, the damaging effects of traffic loads, weather, intrusive tree roots and water. The Roadway Management Program inventories, assesses, and tracks maintenance of the city's roadways. Roadways are selected for resurfacing based on staff's assessment of overall condition and projects are coordinated to make the most efficient use of resources. ANALYSIS On April 22, 2013, Council awarded the construction contract for the 2012-2013 Asphalt Rubber Chip Seal Project to VSS International of West Sacramento. The project was awarded for a base bid of $866,436. Construction began in May 2013 and concluded in June 2013. The project was successfully completed in accordance with the Contract Documents. One (1) change order for a credit totaling ($16,003.63) was issued. The change order resulted in quantity adjustments in the pre-coated screenings, asphalt rubber binder, and asphalt rubber application. On February 28, 2013 the California Department of Resources Recycling and Recovery (CalRecycle) awarded a grant totaling $247,312 to the City of Redwood City for use on the 2012-2013 Asphalt Rubber Chip Seal Project. Staff has completed this project in accordance with the CalRecycle grant requirements and has submitted a payment request for reimbursement with CalRecycle. The final contract amount of $850,432.37 is approximately 1.85% less than the contract amount initially awarded.
