E. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 22, 2013 <br /> SUBJECT <br /> Final Acceptance — Police Facility Gun Range Upgrades <br /> RECOMMENDATION <br /> By motion, accept the Police Facility Gun Range Upgrades and authorize the release of <br /> bonds and retention according to city procedures. <br /> BACKGROUND <br /> On December 3, 2012, Council awarded the construction contract for the improvements <br /> to the police facility gun range to provide additional revenue options from solely use of <br /> hand guns to rifles. The gun range was upgraded to include new baffles, bullet trap, <br /> safety ceiling and steel wall protection. With the new improvements, additional savings <br /> are anticipated with reducing the frequency of removing the spent lead from the gun <br /> range by replacing the bullet trap. The improvements will also provide other law <br /> enforcement agency more options to rent the facility. <br /> ANALYSIS <br /> Construction started in February 2013 and final walkthrough was conducted in May <br /> 2013. The project was completed on June 11, 2013. <br /> The contract was awarded for a base bid of $171,357. The project was successfully <br /> completed in accordance with the plans and specifications. Credit change order was <br /> issued totaling $1,623.75. The final contract amount is $169,733.25 which is 0.9% less <br /> than the initially awarded contract amount. Credit resulted from deduction of the steel <br /> tube support for the safety ceiling which was not installed. <br /> ALTERNATIVES <br /> Council may choose not to accept the project and/or authorize the release of bonds and <br /> retention which would be contrary to the terms of the contract, prior Council action, and <br /> the public contracting code. <br /> FISCAL IMPACT <br /> Sufficient funding for this construction agreement was previously approved and <br /> appropriated in Fiscal Years 2011 /2012 and 2012/2013 budget as Capital Projects Fund <br /> — Police Range Upgrades. <br />
