6.3. B. - Page 2
ANALYSIS
The Town of Woodside has requested an Amendment No. 6 to the Sanitary Sewerage
Treatment Capacity Rights and Services (Town of Woodside) Agreement to amend the
Map for the Town Center Sewer Assessment District. This amendment would add the
property at 135 Dean Road in the Town of Woodside into the Assessment District. This
is proposed because the property has a failed septic system that could become a public
health problem if not addressed. Exhibit "A" (attached) shows the revised Woodside
Town Center Sewer Assessment District boundaries, which were approved by the Town
of Woodside Council on May 28, 2013, by Resolution No. 2013 - 6934. The Fair Oaks
Sewer Maintenance District will also have to consent to this Amendment.
Based on recent flow meter readings and connection counts from the Town of
Woodside, the Town's current sewerage flow is less than 50% of the 100,000 gallons
per day of treatment capacity purchased from the City. With the addition of one
property, another estimated 270 gallons per day will be added, which is still well below
the agreed 100,000 gallons per day treatment capacity.
ALTERNATIVES
Do not approve Amendment No. 6. The property owner will have to seek another
alternative for sewer connection or abandon their home property.
FISCAL IMPACT
In accordance with the Sanitary Sewerage Treatment Capacity Rights and Services
(Town of Woodside) Agreement, Woodside will pay Redwood City the metered costs, as
established by the agreement. The costs include sewage transmission, treatment, and
capacity rental. The incremental increase from this property will be billed according to
the agreement.
ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because the City has determined that it has no potential to result in either a
direct or foreseeable physical change in the environment.
,.i _
GRACE LE PE
SENIOR CIVIL ENGINEER
