Because the <br /> developers also wish to lease the City's Winslow Lot as part of their construction staging <br /> area, these 43 spaces will also be removed from the parking inventory. This is <br /> considered a development site, as well; consequently the eventual loss of these spaces <br /> is also anticipated for the Downtown. <br /> The developer, through the DDA, is providing $50,000 to assist the City in implementing <br /> a parking management program through a smart phone and computer application. The <br /> developer's funds will initially be used to install tracking systems in the City's two <br /> garages (Jefferson and Marshall), as well as assist with an on-street parking space <br /> tracking program. These two technologic approaches will provide real time information <br /> for powntown visitors and are intended to ease the circling of cars looking for spaces. <br /> The City has already begun to work with the Downtown businesses to aggressively <br /> market the County's garage near Middlefield and Veterans for night and weekend <br /> visitors. It is anticipated that funds from the lease of the Winslow Lot will be used to <br /> enhance these efforts. Additionally, the City in collaboration with the Downtown <br /> Business Group has initiated a valet parking program to assist businesses along <br /> Broadway. <br /> The City is completing a Parking Study of the Downtown that evaluates, among other <br /> issues, the impacts of the loss of the 254 (211 from Block 2 and 43 from Winslow) <br /> parking spaces on daytime parking during and after construction. The Study will <br /> provide recommendations for adjusting parking behavior to mitigate the loss of these <br /> spaces. There will also be a construction-related impact to the loss of these spaces for <br /> night and weekend visitors to the Downtown that must also be addressed. Efficient use <br /> of existing parking garages, both City and County, will be essential. It should also be <br /> noted that the City is conducting additional efforts to inform the community about the <br /> location of available parking during the construction activities. Examples of these efforts <br /> include, but are not limited to providing additional signage, posting information to the <br /> City's website, and utilizing SmartPhone applications to provide real time parking <br /> availability. <br /> City staff is also identifying alternative parking options throughout Downtown. Examples <br /> include, but are not limited to, expanded valet parking program, shared parking <br /> agreements, shuttle services and alternative employee parking solutions. Construction <br /> related parking concerns are being addressed via the suggested Downtown Precise <br /> Plan amendments, which would allow for exposed parking in conjunction with <br /> development projects. Specifically regarding the Block 2 development proposal the City <br /> is requiring, through the Disposition and Development Agreement, a construction <br /> management parking plan to ensure construction workers associated with the proposed <br /> project are not competing with patrons for parking spaces in Downtown. <br /> Downtown Precise Plan <br /> Two amendments to the Downtown Precise Plan are attributable to the proposed <br /> project. The Plan anticipated the intersection of Hamilton Street and Winslow Street <br />
