7.A. - Page 8
Environmental Impact Report (EIR) was certified by the City Council on January 24,
2011.
An Initial Study checklist (Attachment 1) has been prepared to consider whether any
new effects not identified in the EIR may be created by the amendment to the
Downtown Precise Plan or by construction of the proposed 950 Middlefield Road
project.
The proposed amendment to the Downtown Precise Plan does not introduce any new
uses to the Downtown Precise Plan area, nor is the development capacity of the
Downtown Precise Plan being increased. As such, the proposed modifications are not
anticipated to result in any significant impacts, nor any increase in the severity of
previously identified impacts, and no change in circumstance has occurred with respect
to the Downtown Precise Plan or the EIR that would alter prior environmental findings,
conclusion, or mitigation measures. Because all potentially significant effects have been
analyzed adequately in the EIR pursuant to applicable standards, no further
environmental analysis is required.
The proposed project represents the first round of new office space to be proposed
under the Downtown Precise Plan, and would represent about 60% of the 500,000
square feet evaluated in the EIR. The project also brings the amount of new retail space
proposed under the Downtown Precise Plan to 8,050 square feet, which represents
about 8% of the 100,000 square feet evaluated in the EIR. The Initial Study checklist
confirmed that the proposed project would not result in new environmental impacts
beyond those previously identified in the EIR, and therefore no further environmental
review is required.
'
 ,,

BLAKE LYON, PLANNING MANAGER FOR BILL EKERN
COMMUNITY DEVELOPMENT DIRECTOR
"
ROBERT B.
