7.A. - Page 8 <br /> Environmental Impact Report (EIR) was certified by the City Council on January 24, <br /> 2011. <br /> An Initial Study checklist (Attachment 1) has been prepared to consider whether any <br /> new effects not identified in the EIR may be created by the amendment to the <br /> Downtown Precise Plan or by construction of the proposed 950 Middlefield Road <br /> project. <br /> The proposed amendment to the Downtown Precise Plan does not introduce any new <br /> uses to the Downtown Precise Plan area, nor is the development capacity of the <br /> Downtown Precise Plan being increased. As such, the proposed modifications are not <br /> anticipated to result in any significant impacts, nor any increase in the severity of <br /> previously identified impacts, and no change in circumstance has occurred with respect <br /> to the Downtown Precise Plan or the EIR that would alter prior environmental findings, <br /> conclusion, or mitigation measures. Because all potentially significant effects have been <br /> analyzed adequately in the EIR pursuant to applicable standards, no further <br /> environmental analysis is required. <br /> The proposed project represents the first round of new office space to be proposed <br /> under the Downtown Precise Plan, and would represent about 60% of the 500,000 <br /> square feet evaluated in the EIR. The project also brings the amount of new retail space <br /> proposed under the Downtown Precise Plan to 8,050 square feet, which represents <br /> about 8% of the 100,000 square feet evaluated in the EIR.
