The DTPP EIR (pp. 9-48 through 9-79) identified significant and unavoidable impacts at 17 area intersections, <br /> as well as impacts on freeway segments, freeway ramps, and transit service. Mitigations were suggested by the EIR, <br /> but the Redwood City City Council determined that such impacts could not be avoided even with the incorporation <br /> of these measures, and that no other feasible mitigations or alternatives would avoid or lessen the impacts. <br /> Furthermore, the City Council judged that the benefits offered by the DTPP outweighed the potential environmental <br /> impacts and adopted a Statement of Overriding Considerations to that effect. The proposed project is in compliance <br /> with all applicable DTPP regulations, and as a result, would not create arry additional transportation or traffic <br /> impacts in excess of those addressed by the DTPP EIR and Statement of Overriding Considerations. The project will <br /> be required to contribute to the City's Transportation Impact Fee, which is used for various sidewalk, bicycle, and <br /> automobile improvements that are identified in Book III of the DTPP. Also, the project will provide improvements to <br /> the sidewalk areas along all of the site's street frontages to enhance pedestrian comfort and safety by adding new <br /> plazas, paving surfaces, shade trees, street furnishings, lighting, and ADA crosswalk ramps (Plan Sheets L1.1 and <br /> Ll. 2, 4/26/13). <br /> The DTPP (New Streets Map, p. 56) indicates (1) a future roundabout ("Depot Circle ) at Middlefield <br /> Roacl/Hamilton Street and (2) a future extension of Harrzson Avenue through the project site. The City is no longer <br /> pursuing these facilities because they would not be conducive to the high level of pedestrian movement and activity <br /> anticipated at these locations; this policy consideration is consistent with the overall Community Intent & Guiding <br /> Principles of the DTPP (Book I). The City will be making minor amendments to the DTPP which will remove the <br /> requirements for these two facilities. Based on the study intersection and trip distribution analyses in the DTPP <br /> EIR (chapter 9, Transportation and Circulation), these minor amendments would not result in substantial changes <br /> to vehicular traffic volumes and patterns in the area primarily because neither of the two facilities nor their planned <br /> connecting streets (which would have been one travel lane in each direction) would have been designed to <br /> substantially redistribute traffic away from the nearest DTPP EIR study intersections of Middlefield/,Iefferson and <br /> Franklin/,Iefferson (DTPP pp. 56 though 58). <br /> A supplemental, project-specific traffic analysis was performed by Fehr & Peers transportation consultants which <br /> confirms that the project will result in no impacts beyond those addressed in the DTPP EIR. <br /> c. The project will not result in a change in air traffic patterns at San Carlos Airport or arry other airport, including <br /> either an increase in air traffic levels or a change in location that results in substantial safety risks.
