7.A. - Page 39 <br /> constitute new land uses or introduce a use that is was not previously identified or analyzed in the DTPP EIR; <br /> therefore, no further analysis is necessary and no potentials impacts are anticipated. <br /> d. The City's Urban Water Management Plan accounts for development occurring under the DTPP and concludes that <br /> adequate water supply exists to serve such growth. Therefore, the DTPP EIR (pp. 10-8 and 10-9) concluded that the <br /> DTPP, and development facilitated by it, would have no impact on water supply. Furthermore, the DTPP EIR (pp. <br /> 10-9 and 10-10) concluded that there would be no significant impacts resulting from DTPP facilitated development <br /> on the water distribution system or on fire flow. The proposed amendments would not introduce arry new land uses <br /> that would alter the previous analysis conducted in the DTPP EIR, consequent no additional impacts are <br /> anticipated. <br /> e. The DTPP EIR (pp. 10-IS and 10-16) concluded that the South Bayside System Authority (SBSA) wastewater <br /> treatment plant would not be significantly impacted by development allowed under the DTPP, which includes the <br /> proposed project and would not be altered by the proposed amendments. <br /> f. & g. Project construction will comply with all applicable solid waste regulations and the proposed amendments <br /> would not introduce arry new land uses beyond those previously identified and analyzed in the DTPP EIR. <br /> Furthermore, there is sufficient landfill capacity to accommodate the project's solid waste disposal needs (DTTP <br /> EIR p. 8-21). Based on the preceding discussion and the EIR prepared for the DTPP, including mitigation measures, it has been <br /> determined that both the proposed amendments and the project will have a less-than-significant potential to <br /> degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or <br /> wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or animal community, reduce <br /> the number or restrict the range of a rare or endangered plant or animal, or eliminate important examples of the <br /> major perzods of California history or prehistory. <br /> b. According to CEQA Guidelines Section 15355, "Cumulative impacts refer to two or more individual effects which, <br /> when considered together, are considerable or which compound or increase other environmental impacts. " <br /> "Cumulatively considerable" means that the incremental effects of an individual project are considerable when <br /> viewed in connection with the effects of past projects, the effects of other current projects, and the effects of <br /> probable future projects. The potential cumulative impacts of the amendments and the project together with these <br /> related projects have been considered for each environmental topic evaluated above. Given the relatively short- <br /> term nature of the project's construction schedule, and the fact that the proposed project will serve an existing <br /> community within an urbanized area consistent with the adopted Downtown Precise Plan, the project is not <br /> anticipated to have arry cumulatively considerable impacts beyond those identified and analyzed in the DTPP EIR. <br /> c. The amendment and project will not have environmental effects that would cause substantial adverse effects on <br /> human beings, either directly or indirectly, beyond those previously identified and analyzed in the DTPP EIR. <br /> 30 <br />
