In 2010, an Environmental Impact Report (State Clearinghouse #2006052 - Page 277 <br /> prepared to assess potential impacts resulting from the implementation of the DTPP. <br /> The DTPP established new land use, development, and urban design regulations for <br /> the 183-acre DTPP area for a 20-year planning period, including the potential for up to <br /> 500,000 square feet of new office space and 100,000 square feet of new <br /> retail/restaurant space. The DTPP program Environmental Impact Report (EIR) was <br /> certified by the City Council on January 24, 2011. <br /> An Initial Study checklist (Attachment 5) has been prepared to consider whether any <br /> new effects not identified in the DTPP EIR may be created by the amendment to the <br /> DTPP or by construction of the proposed 950 Middlefield Road project. <br /> The proposed amendment to the Downtown Precise Plan does not introduce any new <br /> uses to the Downtown Precise Plan area, nor is the development capacity of the <br /> Downtown Precise Plan being increased. As such, the proposed modifications are not <br /> anticipated to result in any significant impacts, nor any increase in the severity of <br /> previously identified impacts, and no change in circumstance has occurred with respect <br /> to the Downtown Precise Plan or the EIR that would alter prior environmental findings, <br /> conclusion, or mitigation measures. Because all potentially significant effects have been <br /> analyzed adequately in the EIR pursuant to applicable standards, no further <br /> environmental analysis is required. <br /> The proposed project represents the first round of new office space to be proposed <br /> under the DTPP, and would represent about 60% of the 500,000 square feet evaluated <br /> in the EIR. The project also brings the amount of new retail space proposed under the <br /> DTPP to 8,050 square feet, which represents about 8% of the 100,000 square feet <br /> evaluated in the EIR. The Initial Study checklist confirmed that the proposed project <br /> would not result in new environmental impacts beyond those previously identified in the <br /> DTPP EIR, and therefore no further environmental review is required. <br /> Public Notification <br /> A public hearing notice was sent to approximately 118 property owners, occupants and <br /> interested parties within a 300+ foot radius from the subject properties. The public <br /> hearing notice was published in the Redwood City Daily newspaper at least 10 days <br /> prior to the public hearing. Additionally, per City standards, the public hearing notice <br /> was posted on the City Hall bulletin board. <br /> Future Steps <br /> Subsequent to a recommendation by the Planning Commission, these items will be <br /> brought before the City Council for final approval. If approved, the City-owned parcel will <br /> be sold to Hunter/Storm subject to the terms of the DDA. Prior to the issuance of a <br /> building permit Hunter/Storm will also need to record a parcel map which merges their <br /> two privately owned parcels with the City-owned parcel. The construction period is <br /> anticipated to begin in the fall of 2013 and continue for two years. <br /> ALTERNATIVES <br /> 1. Do not recommend approval, and direct staff to provide additional analysis. <br /> 2. Recommend approval with modifications. <br />
