F. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 22, 2013 <br /> SUBJECT <br /> Approval of Management Agreement with SURGE Project Management for the <br /> Docktown Marina <br /> RECOMMENDATION <br /> By Motion, Approve the First Amendment to the Agreement with SURGE Project <br /> Management for pocktown Marina <br /> BACKGROUND <br /> In February 2013, after a detailed search effort to find a qualified and available harbor <br /> master, the City Council authorized staff to proceed with agreements to begin managing <br /> the Docktown Marina. One of these agreements was with SURGE Project Management <br /> to bring Alex Kozlov to serve as Harbormaster and provide day-to-day management <br /> support to develop a short term maintenance plan and a longer term Capital <br /> Improvement Plan. The Agreement with SURGE was for $75,000, which included not <br /> only direct costs for SURGE services, but funding for any outside contracts necessary <br /> to provide maintenance or other support. A significant portion of the monthly costs are <br /> for the maintenance services of a former employee of the Docktown Marina, Inc., who <br /> SURGE has hired through a maintenance service provider. The efforts of SURGE <br /> Project Management have and will continue to focus on the operations and <br /> maintenance of the Docktown Marina. A parallel process is currently underway to <br /> expand on the City's General Plan vision for the Inner Harbor area, inclusive of <br /> Docktown Marina. As such, the City has established a community participation, task <br /> force led, planning process. Consultant contracts associated with this planning effort will <br /> be coming forward for the City Council's consideration at a future meeting. <br /> ANALYSIS <br /> The recommended Amendment to the Agreement extends the term of SURGE's efforts <br /> at the marina for one year, until June 30, 2014, and provides funding for ongoing <br /> required management efforts, as well as funding for the maintenance sub-contract. The <br /> rates for SURGE services remain the same at $110/hour. Based on the amount of <br /> anticipated activity at the marina over the next year in preparation for a recommendation <br /> on the Inner Harbor Plan, staff believes additional management hours will be required. <br /> SURGE, working with both the maintenance personnel and City Public Works staff, has <br /> identified a number of potential life safety projects that are presently being addressed. <br /> Completion of this initial project list will likely take until the end of the calendar year. <br /> There are ongoing issues typical with managing any property that requires SURGE <br />
