Approve, and authorize the City Manager to execute, the license agreement with <br /> SBSA for use of City property known as the Former Sewage Treatment Plant near <br /> Maple Street to support SBSA's 48" Forcemain Reliability Improvement Project. <br /> 2. Approve, and authorize the City Manager to execute, the Permanent Easement <br /> Agreement with SBSA for the construction of the 48" Forcemain Reliability Improvement <br /> Project under Redwood Creek. <br /> 3. Approve, and authorize the City Manager to execute, an Amendment to the <br /> Revocable Permit to Use Space for the Auto Dealer Parking Group. <br /> BACKGROUND <br /> The City of Redwood City is one of four member agencies that jointly own the South <br /> Bayside System Authority (SBSA), which provides wastewater treatment for Redwood <br /> City, in addition to West Bay Sanitary District, and the cities of Belmont and San Carlos. <br /> SBSA is in the process of replacing a 48-inch pressurized transmission main as part of <br /> its Capital Improvement Program. The construction involves both open-cut trenching <br /> along Maple Street and micro-tunneling under Redwood Creek. <br /> ANALYSIS <br /> To facilitate the 48" Forcemain Reliability Improvement Project, SBSA has requested <br /> from the City: <br /> • A permanent easement under Redwood Creek for the new 48" forcemain, and <br /> • Usage of the City property known as the former Sewage Treatment Plant near <br /> Maple Street for construction staging and temporary public by-pass. <br /> The City property that SBSA desires to use during construction is currently under a <br /> Revocable Permit to Use Space for the Auto Dealer Parking Group. An Amendment to <br /> the Revocable Permit is necessary to make a portion of the property available for <br /> SBSA's use. City staff has been coordinating with SBSA staff and the Auto Dealer <br /> Parking Group, and an alternate site for the Auto Dealer Parking Group's inventory has <br />
