07/22/2013 <br />Agreements, as amended, and all other federal, state, and local laws, regulations and <br />requirements, as applicable. <br />23. COMPLIANCE WITH CALIFORNIA LABOR LAWS AND FEDERAL <br />REQUIREMENTS. Contractor agrees to be bound by the Labor Laws of the State of <br />California, and applicable Federal requirements. A paragraph shall be incorporated in <br />every agreement between Contractor and third parties in connection to the Project <br />stating that the third party must comply with California Labor Laws and applicable <br />Federal requirements. Pursuant to 42 USC 5310, all laborers and mechanics employed <br />by contractors or subcontractors in the performance of construction work financed in <br />whole or in part with assistance received from the HOME Investment Partnership Act <br />shall be paid wages at rates not less than those prevailing on similar construction in the <br />locality as determined by the Secretary of Labor in accordance with the Davis -Bacon <br />Act, as amended (40 U.S.C. 276a --276a-5): Provided, that this section shall apply to <br />the rehabilitation of residential property only if such property contains not less than 11 <br />units. The Secretary of Labor shall have, with respect to such labor standards, the <br />authority and functions set forth in Reorganization Plan Numbered 14 of 1950 (15 F.R. <br />3176; 64 Stat. 1267) and section 276c of title 40, as may be amended from time to <br />time. The Wage and Hour Division of the Employment Standards Administration <br />administers and enforces the Davis -Bacon Act. More detailed information, including <br />copies of explanatory brochures and regulatory and interpretative materials, may be <br />obtained by contacting the Wage and Hour Division's local office. Compliance <br />assistance information may also be obtained on the Wage and Hour Division's Web site <br />or by contacting the Wage and Hour Division help line at 1-866-4USWAGE. <br />24. GENERAL COMPLIANCE WITH LAWS.
