5. SPECIAL ORDER(S) OF THE DAY <br /> A. Proclamation - Recognizing March as Red Cross Month in Redwood <br /> City - Ciara Munley, Leadership Council Member - Alicia C. Aguirre, <br /> Mayor <br /> Mayor Aguirre presented the proclamation to Ms. Munley, who thanked the <br /> Mayor and the Council for this honor. Ms. Munley provided details and <br /> statistics on what this organization does to support those who are touched <br /> by unexpected disaster. She announced an upcoming event that honors <br /> nominated local heroes. <br /> B. Proclamation - Declaring March 22, 2013 as "Welcome Home Vietnam <br /> Veterans Day in Redwood City"- Helen Wong, Secretary/Treasurer, Steve <br /> Warren Memorial Chapter 464 of Vietnam Veterans of America - Alicia C. <br /> Aguirre, Mayor <br /> Mayor Aguirre read excerpts of the proclamation in honor of this historical <br /> event. Ms. Wong thanked the Council for this opportunity to bring <br /> awareness to this issue and to have people welcome those who fought in <br /> this war. She invited all those present to an event on March 22 at 6:00 p.m. <br /> which includes a dinner and two movies at the Veterans Senior Memorial <br /> Center. <br /> 6. PUBLIC COMMENT AND CONSENT CALENDAR <br /> CITY COUNCIL: Waive reading of the consent calendar and the full text of ordinances <br /> and resolutions, and approve the Consent Calendar items. <br /> Mayor Aguirre pulled agenda item 6.2.A. for discussion. <br /> Public Comment <br /> Karen Routt, Leukemia & Lymphoma Society's Candidate for Woman of the Year, (letter <br /> on file) spoke about their mission to cure blood cancers and improve the quality of life for <br /> patients and their families. She spoke about Stephanie Welker, the Girl of the Year <br /> representing Silicon Valley for the Man and Woman of the Year Campaign, and their <br /> goals. <br /> David Rusconi spoke against agenda item 6.2A, the proposed ban on plastic bags, and <br /> said he had delivered a letter to the City Clerk for distribution (on file). He also <br /> commented that he had won a lawsuit regarding the tree ordinance two years ago. <br /> Franklin Rice, a Carlmont High School student representing Green Youth Alliance, <br /> spoke in favor of the proposed ban, item 6.2A. He provided detailed statistics on bags <br /> and recycling programs.
