<br /> " ,. <br /> Redevelopment Agency Executive Director Church presented the staff report <br /> and in response to Council questions described process of designating an <br /> opportunity area; the participation process; fair way to offer adjacent <br /> owners opportunity to participate in development with a valid public <br /> - purpose. <br /> Council discussed use of eminent domain in response to request by citizen <br /> or developer and precedents in that area; designation as extending a hand <br /> to a property owner, with no commitment; proposals to contact adjacent <br /> owners of subject properties formally or informally; what is best for El <br /> Camino Real and what it should like like, residential or retail; <br /> revisiting the El Camino Real Study done in 1980 and approved by the <br /> Planning Commission; need for cooperation with owners and the Agency. <br /> Executive Director Church advised that the designation is a "statement of <br /> interest", inviting all property owners in the subject opportunity area <br /> to participate in development if they wish. At the end of 30-days the <br /> Director would bring to Council all the proposals received, and Council <br /> would make the final determination. <br /> MIS: BurylStangel to designate an Opportunity Area at Hopkins and El <br /> Camino Real, APN 052-181-050, APN 052-181-060, APN 052-181-090, APN <br /> 052-181-220, and APN 052-181-230 and approve the following actions: <br /> 1) Designate the above Assessor's parcel numbers as an "Opportunity Area" <br /> within Redevelopment Project Number 2. <br /> 2) Offer the owners of property within this area the opportunity to <br /> , participate in redevelopment. <br /> 3) If one owner responds, authorize staff to negotiate the terms of a <br /> six-month Exclusive Right to Negotiate (ERN) with that owner. If more <br /> than one owner responds, staff will make a recommendation to the Board on <br /> the party or parties with which the Agency would contract. <br /> Carried by the following voice vote: <br /> AYES: Council Members Buchan, Bury, Claire, Stangel and <br /> Mayor La Berge <br /> NOES: Councilmen Greenalch and Murray <br /> MINUTE ORDER NO. 91-016 <br /> Discussion ensued regarding extension of boundaries of Opportunity Area. <br /> MIS: Murray/Claire to extend Opportunity Area to corner of Whipple and <br /> El Camino Real <br /> After consulting with Assistant City Attorney Lee, Councilman Greenalch <br /> announced he would abstain from the vote on this motion due to a <br /> potential conflict of interest. <br /> Redev.
