Fox explained that these buildings were to <br />be used by an electronic warfare drill unit and would contain a radio station. <br />This type of building he stated was necessary due to limited amount of funds avail- <br />able and also the fact that the work should be done as rapidly as possible. On <br />motion of Councilman Granger, seconded by Councilman McNulty, matter was placed on <br />the agenda, the City Attorney to report back at the next meeting. <br />PROPOSED NEW AND USED CAR ORDINANCES. Attorney James T. O'Keefe, Jr., addressed the <br />«...w <br />Council representing used car dealers and Attorney Burress Karmel represented new <br />car dealers. L. Davies, Ferris Miles and P. Towne, addressed the Council favoring <br />their suggested ordinances. The Councilman decided that the points of difference <br />which were brought out at a committee meeting of members of the City Council, new <br />car dealers, used car dealers and City Attorney should be decided upon at this ••� <br />time point by point. (1) First item considered was definition of used car dealer <br />and after considerable discussion decided that a used car dealer would cover all <br />dealers in used cars excepting those new car dealers who sell only those used <br />cars obtained by trade-in on new cars. Councilman Werder moved in line with the <br />above, seconded by Councilman Granger, and carried. Councilman Britschgi voting <br />No. (2) section 3 as in the proposed used car ordinance was adopted on motion of <br />Councilman Holmquist, seconded by Councilman Britschgi, and carried unanimously. <br />(3) Application and license fee Section 4, on motion of Councilman Britschgi, <br />seconded by Councilman Swift, application for used car dealers presented by any <br />prospective dealer who is not now engaged in this business in the city should pay <br />fee of $400 to cover the first year's operation, $200 of which would be refunded <br />at the end of the year if they stay in business. Motion carried. (4) Amount <br />of bond to be'posted was under discussion and on motion of Councilman Granger, <br />seconded by Councilman Holmquist, it was decided that a bond should be required <br />the amount and conditions of same to be decided upon later by the Council. <br />(5) Renewal Fee -'on motion of Councilman Holmquist, seconded by Councilman Swift, <br />that the sum of $25.00 be established as renewal fee for permit. Councilman <br />Britschti suggested that the business license part of bond ordinance be referred <br />to the business license committee for consideration. Motion carried. (b) Uaed <br />car lot fencing - matter of fencing lots was opposed vigorously by the dealers. <br />After discussion, Councilman Granger moved, seconded by Councilman swift, that <br />proposed ordinances carry phrases similar to present ordinance; if fences are <br />constructed Council should have control of the type to be constructed.
