clarifying revisions (together with the Draft EIR, the "Final EIR") and prepared a separate document entit�ed "Mitigation Monitoring and Repart;�9 Program for the 5tanfvrd in Redwood City Precise Plan Project."; and WHEREAS, no signifcant new information has �een added to the EIR after public notice of the availabiiity of the DEIR, under CEQA Guidelines section 15088.5. The additional informatian that has been provided does not show (1) a new significant environmental impact, (2) a substantial increase in the severity of an en�ironmenta� impact, (3) that a feasible pro�ect alternative or mitigatian measure woul� clearly lessen tf�e significant impacts of the Project, but that the praject's praponents decline to adopt it, or (4) that the DEIR was so fundamentally and basically inadequate and conclusory in nature that meaningful ��blic review and comments are precluded• The EIR mitigation measures are incorpara#ed into the Precise Plan for the Project to avoid or substantially lessen significant environmental efFects. Therefore, no further analysis is required and there �s no need to recirculate a revised EIR for further re�iew and camment; and WHEREAS, the Final EIR dated May 2013 and Revisions to the Final EIR da#ed August 2Q'�3 were made publically a�ailabla for r�view on the City's website; and WHEREAS, on August 2Q, 20�3, the Planning Cflmmission held a duly noticed public hearing on the Final EIR, as well as tF�e following Project approvals: (1) Zoning text amendments t�at provide for the a�ility to adopt alternative PC permit procedures and findings for property subject to a development agreement; (2) a Zoning Map Amendment to rezone the Project area to Planned Community District; (3) the 5tanford in Redwood City Precise Plan; and (4) a �roposed Development Agreement betweer� the City and Stanford. NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION �F THE CITY OF REDWOOD CITY, AS FOLLOWS: 1. The above recitals are true and correct and together with the Staff Report and the application materials, ir�cluding withaut limitation the Final EIR, Precise Plan, and all other documents, reparts, studies, memoranda, maps, oraf and written testimony, and materials in the City's file for the appficatians and the Project, and all adopted City planning documents relat�ng to t�e Praject and the property inclu�ing the City`s General Plan, Zoning Ordinance, and other applicabfe City laws and regulations, have together served as an ad�quate and ap�ropriate evidentiary basis for the findings ar�d recammendations set forth in this Resolution. 2. The City of Redwood City is the lead agency under CEQA for preparing the Final EIR, and the City Ca�ncil is the fnaf decisiort-making body, as defined in Section 15356 of the CEQA Guidelir�es, with regard to approval af the Project. 3.
