Summary of Findings Regarding Alternatives. For all of the foregoing reasons, the City Council has determined to approve the Project rnstead of one af the alternati�es to the Project. The City Councii's Findings Regarding Suggestions far Modifiying the Project, Variations on the Alternatives, and a Suggested Off�Site Alternative Various modifications to the Project and �ariations on the alternatives were propasad either in comments on the Draft ElR or in letters submitted to the City after the F'inal EIR was completed. These proposed variatians include prohibiting vehicle traffic on strest extensions through the Prvject and wrapping afl parking structures in housing. The City Council finds that these proposals would not red�ce any si�ni�cant impacts of the Project and do not represent additional alternati�es to the Project because they would alter components of the Project, but are not alternatives to t�e Project as a whole. In addition, as explained in ff�e Responses to Comments section af the Final �IR, one of the Project's three street exterisions (Hurlingame} rr�ay be implemented as a pedestriar� paseo under the Precise Pian, and AEternative '�8.5 analyzes the inclusion of housing or�the de�elopment site. Another comment suggested an ofF site alternati�e to the Project, which wauld place the uses described in the EIR on "the unused �acant �and owned by Stanford near the Uni�ersity and Medical Center." As explained in Fina! EiR Response to Comment L 9.01, the suggested site is subject to General Plan, Development Agreement and Community Plan constraints that do not allaw the types of intensity af uses that ha�e been praposed far the Project site. In addition, der►elopment of urban uses an this unde�eioped land could resuft in greater impacts to �iological resources, creek habitat and water quality, potential archaeological resaurces, and aesthetic reso�rces than rede�elopment of the Project site for the same uses. For these reasons, the al#ernati�e location suggested by the commenter is not considered to be a potentially feasible alternative capable af substantially reducing the impac�s of the Project. Findings Regarding Adequacy of Range af Alternati�es. The City Council finds that the range of alternatives evaluated in the EIR reflects a reasanable attempt to identify and evaluate�arious types of alterna#ives that would potentially be capable of reducing the Project's environmental efFects, while accomplishing most but nat al! of the project abjectives. The City Council finds that the alternatives analysis is suffcient ta inforrr� the City Council and the public regarding the tradeoffs between the degree to which altematives to the Project could reduce environmental impacts and the corresponding degree to which the alternati�es would hinder the City's ability to achisve the project objectives.
