He encourages rethinking the project since in his opinion there is a <br /> great need for housing, especially for veterans. <br /> Steven Eckert said he owns property on Whipple Avenue and he has not been able to <br /> meet with the City Manager and City Attorney about a problem regarding a shared <br /> sidewalk with the City. He questioned the validity of the contract, the permits, and the <br /> quality of the work done via a shared cost program. He submitted a memo (on file) and <br /> he thinks an investigation conducted. <br /> Timothy Russell, representing Renaissance Entrepreneurship Center, Luis Vizcardo, <br /> and Maria Sanchez submitted information to Council (handout on file) about that <br /> organization. Mr. Russell thanked Council for the opportunity to come to Redwood City <br /> with small business development services, programming, and consulting. He also <br /> thanked Rhonda Coffman for her leadership and direction in helping them grow the <br /> program in year two and he said they are looking forward to spending more time in <br /> Redwood City to help small businesses and entrepreneurs grow. <br /> Luis Vizcardo said he provides program coordination and he introduced a successful <br /> client, Maria Sanchez, who has been a local business owner in Redwood City for 21 <br /> years. <br /> Maria Sanchez said that she met Mr. Russell and Mr. Vizcardo two years ago and she <br /> is very happy and pleased with the courses she took with them, learning new ideas, and <br /> helping her realize that she can continue to grow. <br /> Buckley Stone, a current resident of Pete's Harbor and a disabled veteran, said he <br /> loves it there because it is close to the Palo Alto Veterans Administration (VA) and he <br /> does not have another local place where he can move his boat and home. He opined <br /> that Redwood City was developed because of maritime commerce and he spoke <br /> against marinas in the area being closed and privatized and he feels some residents are <br /> not being heard. <br /> Alison Madden, representing S.F. Bay Marinas for All, and currently residing at Pete's <br /> Harbor, said she is helping people there with unlawful retainers and that she is one of <br /> the cofounders of the group to keep the Outer Harbor a public and commercial marina. <br /> She said they will keep asking the State Lands Commission to effectuate the 2010 <br /> General Plan which says liveaboards can stay at Pete's Harbor and that the leases <br /> were meant to benefit the liveaboards. She also spoke against privatization of areas <br /> bay-wide and opined that the City should go back to the General Plan. <br /> Dianna Reddy works for the Housing Leadership Council and said they have been <br /> working with a coalition of partners that includes Sustainable San Mateo County, labor, <br /> and the Sierra Club. They are talking with cities and the Board of Supervisors about <br /> how the County of San Mateo has committed $13.5 million in matching funds for cities <br /> that were former Redevelopment Agencies and received funds back, to then be <br /> dedicated to for low and moderate income housing. She said they look forward to <br /> working with the City of Redwood City about committing these funds that they received <br /> back for affordable housing and getting matching funds from the County. <br /> CITY COUNCIL April 22, 2013 <br /> MEETING MINUTES PAGE 3 <br />
