6.1.A. - Page 5 <br /> M/S Gee/Seybert to approve the Consent Calendar. Motion carries unanimously by <br /> electronic vote 7-0. <br /> Dr. Bell, City Manager, made the following clarifications in response to earlier comments <br /> made: <br /> ➢ In regards to Pete's Harbor, Dr. Bell said that when the appeal first came to <br /> Council, staff was asked to delay it and that City Council honored this request <br /> and asked staff to bring this back on May 6th. At that time, staff will bring back <br /> any updates or changes to the project description and/or to the analysis from <br /> staff and the State Lands Commission. <br /> ➢ The Affordable Housing program was presented to Council about four weeks ago <br /> and it included the number of units coming online in last ten years, the <br /> investments the City has made, and the number of units that were permitted last <br /> year that were either below or at market rate. He noted that all this information is <br /> available online at www.redwoodcity.org with the housing report on the front <br /> page. <br /> ➢ In a few months, Council will have a community benefits discussion about <br /> development in the post-Redevelopment Agency era that may include different <br /> things such as infrastructure, market-rate and affordable housing, park <br /> development and other options. <br /> ➢ Dr. Bell also wanted to remind the community that the City is engaged in litigation <br /> with the state about getting back affordable housing funds that the state took <br /> when the Redevelopment Agency was dissolved. If anyone wishes to help with <br /> this, to please email him a letter stating that the money belongs in our <br /> community. <br /> ➢ In regards to our cost shared program, Dr. Bell said that several staff inembers <br /> and the Community Development Director did go out and found that the project <br /> does comport with City specifications and this was clarified in a memo that had <br /> already gone out. <br /> One Council Member spoke of situations where her name and identity were <br /> misused/stolen, a certain police report was filed and an Attorney was then hired to <br /> address the issue. She also mentioned another incident of slander and shared this <br /> information because she thinks it is important that the community understands and is <br /> aware of tactics being used by others outside of the community. <br /> 1. Section - Motion(s) <br /> A. Award of Contract— 2012-2013 Asphalt Rubber Chip Seal Project <br /> Recommendation: <br /> Approve, by motion, the contract documents and award the standard form <br /> contract 00520 for the 2012-2013 Asphalt Rubber Chip Seal Project to VSS <br /> International of West Sacramento, for their responsive and responsible low <br /> bid of $866,436 and authorize the City Manager to increase the contract <br /> amount, if necessary, up to 10% of the amount awarded. <br /> MINUTE ORDER 13-070 <br /> CITY COUNCIL April 22, 2013 <br /> MEETING MINUTES PAGE 5 <br />
