6.1.A. - Page 7 <br /> B. Rejection of Claim from Alanna Andrus <br /> Recommendation: <br /> By motion, reject subject claim. MINUTE ORDER 13-077 <br /> 7. PUBLIC HEARING(S) <br /> A. Annual Action Plan for the Community Development Block Grant <br /> (CDBG) and HOME Investment Partnership (HOME) Programs - Fiscal <br /> Year 2013-2014 (FY13-14) <br /> Ms. Coffman, CDBG and HOME Administrator, presented the Fiscal Year 2013-2014 <br /> Action Plan that includes programs and activities that are recommended for funding <br /> based on community needs, priorities, and strategies as outlined in the City's five-year <br /> consolidated plan. As part of the City's strategy, they are targeting Federal Block Grant <br /> funds and Home Investment Partnership Entitlements funds from homelessness <br /> assistance to economic development, and housing preservation and development. <br /> Housing and Human Concerns Committee Chair Cherlene Wright noted that this is the <br /> first time they have done a two-year funding cycle and this year's process was the <br /> smoothest, shorter and consumed less staff resources as they reviewed and confirmed <br /> the utilization of funds. She thanked Council for approving the two-year funding cycle <br /> that enabled this improved process and she also acknowledged the presence of other <br /> Committee Members in the audience. She complimented staff and in particular <br /> recognized Rhonda Coffman, Teri Chin, and Kristen Mees for their staff support. <br /> The Mayor opened the Public Hearing. <br /> Public Comment <br /> Molly Driscoll said she is 23 years old, grew up in Redwood City, and that she was <br /> homeless and sick, but is now at the Spring Street Shelter. She spoke highly of her <br /> experiences at the Shelter as positive, life-changing, and said that she is going into <br /> recovery and is here with confidence and pride. <br /> Bridgette Ohms said she is a mother of a daughter and when she finished a nine-year <br /> prison sentence, she was referred to Spring Street Shelter. She said that the Shelter <br /> made her life better; she is now clean and sober, and reunited with her daughter. She <br /> noted that without this assistance that included food and shelter, she would have been <br /> likely to end up back in prison at a cost that is a hundred times higher than the shelter. <br /> Sharron Navarro, on behalf of Star Vista Day Break, said they serve similar clients, and <br /> she is honored by the bravery of previous speakers, and thanked the City Council for <br /> their years of support for runaway youth. They help youth, ages 16 to 21 that are <br /> unaccompanied without family, and they are proud that they are funded locally by the <br /> City and with most of their clients achieving excellent outcomes with 80 percent staying <br /> in school and 80 percent of their clients with a high school degree obtain employment. <br /> Melissa Platte, on behalf of the Mental Health Association and the Spring Street Shelter, <br /> said she is privileged to work with people at the Shelter and in their other programs. <br /> CITY COUNCIL April 22, 2013 <br /> MEETING MINUTES PAGE 7 <br />
