Technical assistance agreements for the MainlMiddlefield housing project; (1402-04) REPORT: Redevelopment Agency Executive Director, December 13, 1993 - Housing Coordinator Jones-Thomas presented the staff report and described the two proposed agreements. In response to Council questions, City Manager Everett described the four alternatives for Middlefield Road alignment, two that would affect the corner of Middlefield Road and Main and two that would not. Mr. Everett stated that staff had moved forward with housing development plans at the direction of the Board. Director Gasparini, member of the Council Facilities Committee, advised that the Committee had discussed realignment of Middlefield Road and had concluded that all the proposals were not cost effective and would not be considered at this point. Mayor Buchan, member of the Committee, added that the committee would continue to study realignment plants, but it was important to move forward with housing plans. In answer to questions from Director Greenalch regarding specific tasks and costs under Phase II proposed in the Subsurface approval agreement, Redevelopment Agency Director Church described the additional work staff had requested and the work already done by purchase order. Director Greenalch stated he would agree that sufficient information had been presented for approval of Phase II in the amount of $11,620, but the report was incomplete; and, each additional step after Phase II should be brought back to the Agency for approval. Councilman Greenalch advised - that this was a very important step by the Redevelopment Agency and it was important to know that the Agency Directors establish policy, not staff; and certain steps that are taken begin a process for which the Directors will be held accountable. City Attorney Schricker advised that the agreement would be amended to approve Phase 11 in the amount of $11,620. 1. TITLE READ. MIS: ClAIREIGREENALCH RESOLUTION NO.
