Technical assistance agreements for the MainlMiddlefield housing <br /> project; (1402-04) <br /> REPORT: Redevelopment Agency Executive Director, December 13, 1993 <br /> - <br /> Housing Coordinator Jones-Thomas presented the staff report and described <br /> the two proposed agreements. <br /> In response to Council questions, City Manager Everett described the four <br /> alternatives for Middlefield Road alignment, two that would affect the <br /> corner of Middlefield Road and Main and two that would not. Mr. Everett <br /> stated that staff had moved forward with housing development plans at the <br /> direction of the Board. <br /> Director Gasparini, member of the Council Facilities Committee, <br /> advised that the Committee had discussed realignment of Middlefield Road <br /> and had concluded that all the proposals were not cost effective and <br /> would not be considered at this point. Mayor Buchan, member of the <br /> Committee, added that the committee would continue to study realignment <br /> plants, but it was important to move forward with housing plans. <br /> In answer to questions from Director Greenalch regarding specific tasks <br /> and costs under Phase II proposed in the Subsurface approval agreement, <br /> Redevelopment Agency Director Church described the additional work staff <br /> had requested and the work already done by purchase order. Director <br /> Greenalch stated he would agree that sufficient information had been <br /> presented for approval of Phase II in the amount of $11,620, but the <br /> report was incomplete; and, each additional step after Phase II should be <br /> brought back to the Agency for approval. Councilman Greenalch advised <br /> - that this was a very important step by the Redevelopment Agency and it <br /> was important to know that the Agency Directors establish policy, not <br /> staff; and certain steps that are taken begin a process for which the <br /> Directors will be held accountable. <br /> City Attorney Schricker advised that the agreement would be amended to <br /> approve Phase 11 in the amount of $11,620. <br /> 1. TITLE READ. MIS: ClAIREIGREENALCH <br /> RESOLUTION NO. RD 93-16 APPROVING AND AUTHORIZING EXECUTION OF <br /> AGREEMENT WITH SUBSURFACE CONSULTANTS, INC.
