Consultant will prepare and <br /> submit for the City's review and approval a Draft EIR References Record,which includes a list and copies <br /> of all documents referenced in the Draft EIR. Consultant will prepare for City review and approval a Notice <br /> of Availability (NOA) of the Draft EIR and a Notice of Completion (NOC) of the Draft EIR. Consultant <br /> will distribute the NOA and NOC (as appropriate)to designated public and quasi-public agencies (updated <br /> list from Task 3 [NOP and Scoping], including those through the State Clearinghouse) and other persons <br /> who commented during the EIR Scoping process. City will distribute the NOA to all interested persons or <br /> organizations. <br /> Task 6: Prepare Response to Comments / Final EIR and Mitigation Monitoring and Reporting <br /> Program. After the 45-day public review and comment period for the Draft EIR, Consultant will organize <br /> and assess the public comments received on the Draft EIR and recommend appropriate response approach for <br /> each. <br /> Noticing and Related Deliverables. Consultant will prepare and submit an Administrative Response to <br /> Comments/Final EIR(AFEIR) for two(2) rounds of review by City, in addition to a Screencheck draft. <br /> Consultant will prepare a Mitigation Monitoring and Reporting Program (MMRP) pursuant to CEQA. <br /> The MMRP will be submitted as part of AFEIRl. Consultant will supplement the Draft EIR References <br /> Recard(Task 5)to incorporate any new docuxnents reference in the Response to Comments/Final EIR. <br /> Task 7: Attend Public Hearings and Study Sessions. Consultant team, as appropriate, will attend and <br /> assist City staff to prepare for up to three (3) public hearings: (1) Draft EIR Public Hearing (Planning <br /> Commission), (2) Final EIR Review and Recommendation Public Hearing (Planning Commission), and <br /> (3) EIR Certification Hearing (City Council). Consultant's role will support staff to prepare materials <br /> (handouts, PowerPoint, etc.). City will arrange for the Draft EIR Public Hearing to be digitally recorded <br /> (audio or transcription), from which consultant will prepare the responses to comments for the Final EIR <br /> (Task 6). <br /> Consultant will participate in up to two (2) additional meetings during the Specific Planning or EIR <br /> processes,as directed by City. <br /> Task 8: Additional Tasks. Consultant will conduct work required for the EIR but that is not currently <br /> known,as directed by City. City shall request a written proposal for scope of work and fixed fees for any <br /> such work.
