Thus, the HRAC concluded that the three resources have special <br /> meaning to the community and therefore their removal would constitute a significant <br /> unavoidable impact under DEIR Section 14.1 (Cultural and Historic Resources <br /> Chapter). In addition, the HRAC recommended revising the DPR rating of the three <br /> separate resources related to the Ampex campus to Status Code 5 such that these <br /> resources are recognized as historically significant to Redwood City; and <br /> WHEREAS, the City prepared written responses to the comments received <br /> during the comment period and included these responses in the Final Environmental <br /> Impact Report for the Stanford in Redwood City Precise Plan Project and also prepared <br /> a document entitled Revisions to the Final Environmental Impact Report to make minor, <br /> clarifying revisions (together with the Draft EIR, the "Final EIR") and prepared a <br /> separate document entitled "Mitigation Monitoring and Reporting Program for the <br /> Stanford in Redwood City Precise Plan Project"; and <br /> WHEREAS, no significant new information has been added to the EIR after <br /> public notice of the availability of the DEIR, under CEQA Guidelines section 15088.5. <br /> The additional information that has been provided does not show (1) a new significant <br /> environmental impact, (2) a substantial increase in the severity of an environmental <br /> impact, (3) that a feasible project alternative or mitigation measure would clearly lessen <br /> the significant impacts of the Project, but that the project's proponents decline to adopt <br /> it, or (4) that the DEIR was so fundamentally and basically inadequate and conclusory in <br /> nature that meaningful public review and comments are precluded. The EIR mitigation <br /> measures are incorporated into the Precise Plan for the Project to avoid or substantially <br /> lessen significant environmental effects. Therefore, no further analysis is required and <br /> there is no need to recirculate a revised EIR for further review and comment; and <br /> WHEREAS, the Final EIR dated May 2013 and Revisions to the Final EIR dated <br /> August 2013 were made publically available for review on the City's website; and <br /> WHEREAS, on August 20, 2013, the Planning Commission held a duly noticed <br /> public hearing and recommended the following Project approvals: (1) Certification of <br /> the Final EIR (including the revisions to the Final EIR), (2) Zoning text amendments that <br /> provide for the ability to adopt alternative PC permit procedures and findings for <br /> property subject to a development agreement; (3) a Zoning Map Amendment to rezone <br /> the Project area to Planned Community District; (4) the Stanford in Redwood City <br /> Precise Plan; and (5) a proposed Development Agreement between the City and <br /> Stanford; and <br /> WHEREAS, on September 9, 2013, the City Council held a duly noticed public <br /> ATTY/RES0.2901/STANFORD EIR CERTIFICATION <br /> REV:08-29-13 VR <br /> Page 5 of 56 <br />
