7.A. - Page 64 ATfACHMENT 1 <br /> Exhibit C <br /> STATEMENT OF OVERRIDING CONSIDERATIONS <br /> Impacts That Remain Significant <br /> As discussed in Exhibit A, the City Council has found that the following impacts <br /> of the Project would or could remain significant following City adoption of the mitigation <br /> measures described in the Final EIR: <br /> Impacts 7-1 and 7-5 (Woodside Road/Broadway Intersection), if Caltrans does <br /> not approve City-adopted mitigation; <br /> Impacts 7-2, 7-6 and 7-13 (Woodside Road/Bay Road Intersection), if Caltrans <br /> does not approve City-adopted mitigation; <br /> Impacts 7-11 and 7-19 (US 101 Freeway Segment Impacts); <br /> Impact 7-12 (Veterans Blvd./Woodside Road Intersection), if Caltrans does not <br /> approve City-adopted mitigation; <br /> Impact 7-14 (Woodside Road/Middlefield Road Intersection), if Caltrans does not <br /> approve City-adopted mitigation; <br /> Impact 7-18 (Marsh Road/Scott Drive Intersection), if the City of Menlo Park does <br /> not approve City-adopted mitigation; <br /> Impact 8-1 (Construction-Related Air Quality Impacts — Potential Exceedance of <br /> BAAQMD-recommended daily significance thresholds for ROG and NOx); <br /> Impact 8-2 (Operational Air Quality Impacts — Exceedance of BAAQMD- <br /> recommended significance thresholds for ROG and PM,o); <br /> Impact 13-2 (Project-Facilitated Construction Noise — Potentially significant <br /> intermittent and short-term impact at some locations); and <br /> Impact 14-1 (Historic Resources — Demolition of the 425 Broadway building and <br /> adjoining plaza with fountains and removal of Ampex sign) <br /> Overriding Considerations Justifying Project Approval <br /> In accordance with CEQA Guidelines Section 15093, the City Council has, in <br /> determining whether or not to approve the Project, balanced the economic, social, <br /> technological, and other project benefits against the Project's unavoidable environmental risks, <br /> and finds that the benefits of the Project set forth below outweigh the significant adverse <br /> environmental effects that are not mitigated to less than significant levels. This statement of <br /> overriding considerations is based on the City Council's review of the Final EIR and other <br /> information in the administrative record. Each of the benefits identified below provides a <br /> separate and independent basis for overriding the significant environmental effects of the <br /> Project.
