Based on this potential, the EIR analysis <br /> determined that the removal of the three resources could represent potentially <br /> significant unavoidable project and cumulative impacts; and <br /> WHEREAS, CEQA Guidelines section 15064.5(a)(4) allows a lead agency to <br /> determine that a resource is a historic resource despite the fact that the resource is not <br /> listed in the California Register of Historical Resources, a local register of historical <br /> resources, or a historical resources survey; and <br /> WHEREAS, on February 9, 2012, the Historic Resources Advisory Committee <br /> (HRAC) held a meeting and made recommendations to the Planning Commission <br /> including recommendations regarding contact with the Ampex campus architect and <br /> regarding the treatment of the three separate resources related to the Ampex campus: <br /> the Ampex sign, Warnecke plaza and fountain and 425 Broadway building; and <br /> WHEREAS, on February 21, 2012, the Planning Commission held a duly noticed <br /> public hearing and received public testimony on the DEIR. The City received a number <br /> of letters and emails from the public, responsible agencies, and interested parties and <br /> recommendations from the HRAC, as noted above, during and after the DEIR public <br /> review period; and <br /> WHEREAS, on April 12, 2012, the HRAC provided an update regarding contact <br /> with the Ampex campus architect and clarification of their prior recommendation to the <br /> Planning Commission that the Ampex sign, Warnecke fountain and plaza, and the 425 <br /> Broadway building are historic resources of aesthetic, educational, cultural, and <br /> architectural significance to the citizens of the City under Redwood City Municipal Code <br /> Section 40.3. Thus, the HRAC concluded that the three resources have special <br /> meaning to the community and therefore their removal would constitute a significant <br /> unavoidable impact under DEIR Section 14.1 (Cultural and Historic Resources <br /> Chapter). In addition, the HRAC recommended revising the DPR rating of the three <br /> separate resources related to the Ampex campus to Status Code 5 such that these <br /> resources are recognized as historically significant to Redwood City; and <br /> WHEREAS, the City prepared written responses to the comments received <br /> during the comment period and included these responses in the Final Environmental <br /> Impact Report for the Stanford in Redwood City Precise Plan Project and also prepared <br /> a document entitled Revisions to the Final Environmental Impact Report to make minor, <br /> clarifying revisions (together with the Draft EIR, the "Final EIR") and prepared a <br /> separate document entitled "Mitigation Monitoring and Reporting Program for the <br /> Stanford in Redwood City Precise Plan Project"; and <br /> WHEREAS, no significant new information has been added to the EIR after <br /> public notice of the availability of the DEIR, under CEQA Guidelines section 15088.5. <br /> The additional information that has been provided does not show (1) a new significant <br /> environmental impact, (2) a substantial increase in the severity of an environmental <br /> impact, (3) that a feasible project alternative or mitigation measure would clearly lessen <br /> ATTY/RES0.2901/STANFORD EIR CERTIFICATION <br /> REV:08-29-13 VR <br /> Page 4 of 55 <br />
