6.1.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 9, 2013 <br /> SUBJECT <br /> California Highway Patrols' Continued Use of Redwood City Police Department's <br /> Firearms Range <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager or designee to execute an <br /> agreement authorizing the California Highway Patrol to utilize the Redwood City Police <br /> Department's Firearms Range. <br /> BACKGROUND <br /> The Redwood City Police Department (RCPD) has an indoor 25 yard, four lane firing <br /> range. The California Highway Patrol, Menlo Park Police, and Belmont Police <br /> Departments have previously contracted with the City for use of the range. Currently, <br /> the RCPD charges outside agencies an hourly rate equivalent of $52 per hour of usage. <br /> The California Highway Patrol has used the range dating back more than 12 years and <br /> is requesting continued use of the range. <br /> ANALYSIS <br /> CHP's current contracting procedures require action by the City Council approving this <br /> agreement. The Agreement allows the CHP to use the firing range at a cost of $24,960 <br /> for a term of two (2) years, 09/01/13 through 08/31/15. <br /> The continued use of the RCPD firing range by the CHP is advantageous to the City not <br /> only in financial terms but also in providing a useful facility to a neighboring agency that <br /> will enhance the public safety in Redwood City. <br /> ALTERNATIVES <br /> The City Council may deny the request to approve this contract. <br /> FISCAL IMPACT <br /> The agreement is expected to generate $12,480 in general fund revenues per year. <br /> ENVIRONMENTAL REVIEW <br /> This activity is not a project under CEQA as defined in CEQA Guidelines, section <br /> 15378, because it has no potential for resulting in either a direct or foreseeable physical <br /> change in the environment. <br />
