6.2.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 9, 2013 <br /> SUBJECT <br /> Water Connection and Service — 740 Lakemead Way, in unincorporated San Mateo <br /> County, CA <br /> RECOMMENDATION <br /> Adopt a resolution with a request to the Local Agency Formation Commission (LAFCO) <br /> for extension of water services outside jurisdictional boundaries to 740 Lakemead Way, <br /> in unincorporated San Mateo County, pursuant to Government Code Section 56133. <br /> BACKGROUND <br /> The property owner of 740 Lakemead Way (APN 068-092-110) wishes to construct a <br /> new single family residence on the vacant parcel. The parcel is located in the <br /> unincorporated part of San Mateo County, outside of Redwood City's jurisdictional <br /> boundaries, but is within the City's sphere of influence and water service area; therefore <br /> it is eligible to receive water service by the City. The owner of the parcel has applied to <br /> the County of San Mateo for a building permit to construct the proposed residence. As a <br /> condition of approval, the County requires the property owner to secure a new water <br /> connection and service from the City of Redwood City. The City must receive LAFCO <br /> approval to provide water service from the 6-inch water main that currently exists along <br /> the frontage of 740 Lakemead Way. <br /> ANALYSIS <br /> Council policy is to not expand the City's water service area to minimize the impact of <br /> increased operating and maintenance costs, as well as potential long-term demands on <br /> the City's water supply. Consequently, properties that are located outside of Redwood <br /> City's water service area and are being served by other water purveyors or are within <br /> other water purveyors' service area cannot be served by Redwood City. <br /> However, as mentioned above, this property is within the City's water service area. In <br /> addition, the inclusion of this residential connection is not anticipated to have any <br /> significant impact on the City's total water allotment. Therefore, staff recommends that <br /> the City request LAFCO's approval to extend water service outside the City's <br /> jurisdictional boundaries to 740 Lakemead Way pursuant to Government Code Section <br /> 56133. LAFCO requires Council's authorization, by resolution, of requests made for new <br /> services. <br /> The water service connection proposed for the single family residence at 740 Lakemead <br /> Way is subject to the following conditions and fees: <br />
