6.3.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 9, 2013 <br /> SUBJECT <br /> An Ordinance Amending the Boundaries and Extending the Time for Conversion of the <br /> Middlefield Underground Utility District <br /> RECOMMENDATION <br /> Waive Second Reading and Adopt An Ordinance Amending the Boundaries and <br /> Extending the Time for Conversion of the Middlefield Underground Utility District. <br /> BACKGROUND <br /> This ordinance came before the City Council for first reading and introduction at the <br /> August 26, 2013 City Council meeting and is described and analyzed in detail in the <br /> report submitted in connection with the ordinance. This report concerns a proposed <br /> ordinance to amend the boundaries of the Middlefield Road Underground Utility District <br /> and extend the time frame in which the properties must be converted to underground <br /> connections. <br /> ANALYSIS <br /> The City Council voted unanimously (6-0-1 [Foust absent]) to approve the <br /> recommendation amending the boundaries and timeline. Approval of this action <br /> enables the ordinance to become effective in 30 days and the project design to continue <br /> in a timely manner. <br /> ALTERNATIVES <br /> The City Council could choose not to take any action. <br /> FISCAL IMPACT <br /> There are no fiscal impacts with this action. <br /> ENVIRONMENTAL REVIEW <br /> This project is Categorically Exempt pursuant to CEQA Guidelines Section 13502(d) <br /> Replacement or Reconstruction, as it involves conversion of overhead utilities to <br /> underground. <br />
