09/09/2013 <br /> are included in the Stanford in Redwood City Precise Plan and Zoning Map amendment <br /> to ensure that future on-site and off-site improvements for the entire 48-acre campus <br /> are designed comprehensively; and <br /> WHEREAS, on October 14, 2008, the Planning Commission held a Scoping <br /> Session hearing to obtain public input on environmental topics to be included in the <br /> Draft Environmental Impact Report ("DEIR") for the Project; and <br /> WHEREAS, on November 20, 2008, December 3, 2008 and January 9, 2009, <br /> City staff sponsored three City/County neighborhood/community outreach workshops. <br /> Based on input provided at the workshops, staff worked with Stanford University to <br /> refine its development concept plan and to establish a regulatory framework for the <br /> Precise Plan (as further described on pages 3-6 and 3-7 of the Draft EIR); and <br /> WHEREAS, on July 14, 2009, the Planning Commission and Architectural <br /> Review Committee (now the Architectural Advisory Committee) held a Joint Study <br /> Session to provide input on the revised Stanford in Redwood City development concept <br /> plan; and <br /> WHEREAS, on September 15, 2009, the City Council held a hearing to provide <br /> staff with input on the Fiscal and Economic studies prepared for the Project. The City <br /> Council also approved the "Guiding Principles" that City and Stanford staff developed to <br /> help guide the negotiation process for an anticipated Development Agreement (DA) <br /> between the City and Stanford University; and <br /> WHEREAS, on October 11, 2010, the City Council approved a new General <br /> Plan, which changed the land use designation for the Project site to "Commercial- <br /> Office/Professional/Technology" and "Hospital" (for the existing medical clinic property) <br /> and the General Plan amendment became unnecessary; and <br /> WHEREAS, on November 8, 2010, the City Council and Planning Commission <br /> held a Joint Study Session to consider a project update and overview of draft chapters <br /> of the Stanford in Redwood City Precise Plan. The City Council also directed the City <br /> Manager to begin a negotiation process with Stanford University for the DA and <br /> appointed a City Council ad-hoc subcommittee to provide input from time to time as <br /> requested by the City Manager; and <br /> WHEREAS, from January to December 2011, the City's environmental <br /> consultant (MIG) prepared a DEIR pursuant to the requirements of the California <br /> Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter, <br /> "CEQA") and the Guidelines for Implementation of the California Environmental Quality <br /> Act (Title 14, Sections 15000 et seq. of the California Code of Regulations; hereafter, <br /> the "CEQA Guidelines"); and <br /> WHEREAS, the DEIR was released for a 45 day public review/ comment period <br /> beginning on January 26, 2012 and ending on March 12, 2012, and the Draft EIR was <br /> filed with the State Office of Planning & Research under State Clearinghouse No. <br /> ATTY/RE50.2901/STANFORD EIR CERTIFICATION RESO.#15294 <br /> REV:09-10-13 VR MUFF#100 <br /> Page 2 of 55 <br />
