09/09/2013 <br /> City adds the improvement to its Traffic Impact Fee Program (TIF) project list, the <br /> proposed project would pay its Traffic Impact Fee in effect at time of payment <br /> and issuance of a building permit. <br /> The above improvements would be added to mitigation measures identified <br /> under Existing Plus Project conditions for the intersection of Woodside Road and <br /> Bay Road (Mitigation 7-2). <br /> Finding: Implementation of Mitigation 7-13 would mitigate the impact to a less-than- <br /> significant level. However, because these improvements would require Caltrans <br /> approval, the City of Redwood City cannot ensure the construction of these <br /> improvements. Also, the additional westbound through lane would require <br /> additional right-of-way. Without implementation of the proposed improvements, <br /> the impact would be signi�cant and unavoidable. <br /> Facts in Support of Finding: Implementation of Mitigation 7-13 would reduce the project's <br /> contribution to the cumulative traffic impact at the Woodside Road/Bay Road <br /> intersection to a less-than-significant level through the projecYs payment of its <br /> fair share (estimated to be 93 percent) to a mitigation fund, or if in effect at <br /> building permit issuance, through payment of its City Traffic Impact Fee, to add a <br /> westbound (Bay Road) through lane. However, the City cannot guarantee in <br /> advance that Caltrans will approve the mitigation, so the impact is currently <br /> considered significant and unavoidable. These facts are described in Draft EIR <br /> chapter 7 (Transportation, Circulation, and Parking) on pages 7-1 through 7-70, <br /> Draft EIR appendix 21.3 (Supplemental Transportation Information), and Final <br /> EIR appendix A (Supplemental Traffic Information), which are hereby <br /> incorporated by reference. <br /> Impact: Impact 7-14: Cumulative With Project Impact on Woodside Road/ <br /> Middlefield Road Intersection. Under Cumulative With Project conditions <br /> during the PM peak hour, the intersection would remain at LOS F, and the <br /> proposed project could contribute up to 29.2 seconds of critical delay to the <br /> intersection. <br /> Mitigation: Mitigation 7-14. This mitigation is in addition to the Caltrans intersection <br /> improvement that will be implemented in 2013; a description of the 2013 <br /> improvement is included on page 7-21 of this EIR. <br /> To mitigate the significant cumulative impact at the intersection of Woodside <br /> Road and Middlefield Road, an additional southbound through lane would need <br /> to be added to Woodside Road. (Woodside Road is considered north-south and <br /> Middlefield Road is considered east-west.) Because this intersection is subject <br /> to Caltrans jurisdiction, this roadway widening and any changes to the operation <br /> of the signal would require Caltrans approval. <br /> With these improvements, the level of service (LOS) at this intersection would <br /> remain at LOS F.
